The project is scheduled for award on May 12, 2026, with final completion required by October 2, 2026, and liquidated damages of $500 per day apply for failure to meet completion deadlines.

This procurement is subject to prevailing wage requirements under the Illinois Prevailing Wage Act, requiring all labor to comply with rates established by the Illinois Department of Labor, and contractors must implement a substance abuse prevention program as mandated by Illinois Act 095-0635. The successful contractor must submit performance and payment bonds for 100 percent of the contract price, provide commercial general liability insurance of not less than $2,000,000 per occurrence, business auto liability insurance of not less than $1,000,000 per accident, and workers' compensation insurance as required by statute, with the District named as additional insured. The District reserves the right to accept or reject any or all bids and retains 5 percent of all payments until final site restoration is examined and approved, with all bids remaining subject to acceptance for 60 calendar days after bid opening. The contractor is also responsible for obtaining required Kane County building permits for the shelter and restroom and the sanitary permit for the restroom at the contractor's expense. No specific award value or budget range has been disclosed in the procurement documents; pricing is to be determined through competitive sealed bidding with award to the lowest responsible and responsive bidder.
