About this opportunity

CalRecycle is conducting a Request for Proposal, Primary (RFP(P)) to support the implementation of the Plastic Pollution Prevention and Packaging Producer Responsibility Act (Senate Bill 54). The primary objective is to gather data through two distinct surveys administered to a representative sample of California adults aged 18 and older. Survey 1 will assess residents' perceived access to waste collection services, waste sorting behaviors, and knowledge/participation in recycling activities, including green waste and organics recycling. Survey 2 will focus on source reduction activities, participation, and knowledge. The contractor will be responsible for developing and administering these surveys, collecting response data, preparing preliminary data analysis, and producing a comprehensive final report detailing survey findings and identified trends. The proposal is due on April 17, 2025, with the opportunity posted on March 20, 2025. Potential bidders are directed to access the full solicitation through CalRecycle's electronic bidding platform at https://sb.cityinnovate.com/teams/calrecycle?challenge_id=15354. For questions, bidders can contact Nadine Mills at (916) 341-6141 or nadine.mills@calrecycle.ca.gov.

The solicitation covers multiple California counties and jurisdictions, including but not limited to Alameda, Los Angeles, San Francisco, and Sacramento counties. While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be open to research firms, survey organizations, and data collection agencies with expertise in environmental research, waste management, and consumer behavior analysis. The surveys will contribute to CalRecycle's statewide needs assessment under Public Resources Code 42067, indicating a significant public policy objective. No incumbent vendors are mentioned, and no specific budget range is provided in the documentation. Interested organizations should have demonstrated capabilities in survey design, statistical sampling, data collection, analysis, and reporting, with a particular focus on environmental and waste management research methodologies. The contract will support California's broader environmental sustainability goals by providing critical insights into resident behaviors and perceptions related to waste management and recycling.
