About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for the Sandy Sprunt Day Use Area Project, a construction initiative located in Monroe County, Florida. The procurement involves constructing five crushed rock parking spaces, one ADA-compliant parking space, a day use pavilion, an information kiosk, an asphalt driveway connection, and a concrete sidewalk. Bidders must be Florida-certified or Monroe County-registered general or building contractors, registered with the Florida Department of State Division of Corporations, and enrolled in the MyFloridaMarketPlace (MFMP) system. A mandatory pre-bid conference and site visit is scheduled for January 8, 2026, at 1:00 PM ET at specific project coordinates, and attendance is required for bid responsiveness. Written questions must be submitted by January 16, 2026, at 5:00 PM ET, with anticipated responses posted by January 23, 2026. Sealed bids are due by February 2, 2026, at 4:00 PM ET, with a public bid opening on the same date and time, and an anticipated award date of February 6, 2026.

The project requires contractors to establish a local office within 300 road miles of the project site and perform a minimum of 15% of construction work with their own employees if the contract exceeds $500,000. Bidders must submit a 5% bid guarantee for bids over $100,000 and provide 100% Performance and Labor and Material Payment Bonds. The FWC encourages diversity in procurement and requests that subcontracting opportunities reflect the state's diverse population. Insurance requirements include workers' compensation, general liability ($1,000,000 per occurrence; $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit), with the FWC named as additional insured. The project has an established budget of $420,000, with contract terms extending from execution through twelve months following substantial completion. Substantial completion is required within ninety calendar days of the Notice to Proceed, with final completion fifteen calendar days thereafter. Liquidated damages are set at $250 per calendar day for delays beyond the substantial completion date.
