About this opportunity

Salt Lake City Corporation is requesting proposals for veterinary services for the Salt Lake City Police Department K-9 program under RFP SLCI27023, with proposals due September 25, 2026. The scope covers comprehensive veterinary and preventative health care for approximately thirteen police service canines, including initial and semi-annual examinations, vaccinations, radiology, dental care, laboratory diagnostics, surgery, and 24-hour emergency services.

Offerors must be licensed by the State of Utah and Board Certified veterinary medical professionals with demonstrated experience with police or military service canines performing patrol work. The contractor must provide or contract for 24-hour emergency services with priority admission for K-9s injured in the line of duty and maintain clean, individual holding areas with supervision for extended stays. All proposals must be submitted electronically through the Utah Public Procurement Place (U3P) website.

The contract term is five years commencing October 12, 2026, with the option for the City to extend for up to an additional four months through mutual agreement. Pricing must be guaranteed for the first two years; thereafter, annual price adjustments are limited to the lesser of 3 percent or the percentage increase in the Producer Price Index for the preceding twelve months. The contractor must carry workers' compensation insurance and commercial general liability insurance with a $1,000,000 per occurrence limit and $2,000,000 general aggregate, maintained for three years following completion of work.

Evaluation is a three-stage process: mandatory compliance review (ethics, appropriate licensing, 24-hour emergency services availability), technical criteria scoring (475 points, 70 percent weight across qualifications, staff, surgical capabilities, emergency services description, office location, specialty care, and kennel facilities), and cost evaluation (203.6 points, 30 percent weight). Proposals must achieve a minimum of 285 points on technical criteria to advance to cost scoring. The offeror with the lowest proposed cost receives full cost points; others receive proportional points based on comparative pricing.
