About this opportunity

Salt Lake City Corporation is requesting proposals for Supervisory Control and Data Acquisition (SCADA) and telemetry consulting and on-call services under RFP SLCI26095, with proposals due June 26, 2026. The City anticipates awarding two contracts, with one offeror potentially assigned as primary consultant and another as secondary consultant for each facility, over a five-year initial term commencing August 16, 2026.

Services support four city-owned water treatment plants (City Creek, Parleys, Big Cottonwood), one water reclamation facility, and remote locations throughout the city's water supply, distribution, sewer collection, reservoirs, irrigation management, and stormwater systems. Scope includes on-call and emergency SCADA and telemetry installation, troubleshooting of existing systems with assessment and repair, PLC/HMI programming and modifications, facility system assessments at varying intervals (bi-weekly through annual), annual hardware evaluations with written recommendations and cost estimates, and 24/7 emergency response capability. Offerors must demonstrate experience with SCADA hardware and software (Ignition and Wonderware platforms), Modicon and Allen Bradley PLCs, telemetry devices, control system design standards, CMMS, and design documentation development.

All personnel performing services on city property must pass criminal background checks with no felony convictions allowed. Offerors must be registered with the Utah State Division of Corporations and Commercial Code, registered with Sam.gov and E-Verify, and maintain comprehensive insurance including workers' compensation, commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), and professional liability ($1 million per occurrence / $1 million annual aggregate).

Evaluation comprises technical scoring (250 points for experience and qualifications, 100 points for project understanding, 150 points for detailed work plan), policy criteria (25 points covering sustainability, DBE certification, apprenticeships, and local small business status), and cost (20% of total score). Offerors must achieve a minimum of 420 technical points to advance to cost evaluation. Cost proposals must include hourly labor rates for multiple classifications (Senior Engineer, Senior Integrator, Engineer, Technician/CAD, and other staff) for standard business hours and after-hours work, with all costs all-inclusive of materials, supervision, labor, insurance, transportation, and associated surcharges. Annual price adjustments after year one are limited to the lesser of 3% or the Producer Price Index increase.
