About this opportunity

Salt Lake City Corporation is conducting a professional services procurement for Administrative Appeals Officers through a competitive solicitation (SLCI26026) seeking qualified vendors to provide administrative hearing services citywide. The procurement aims to select multiple contractors who will serve as independent administrative appeals officers responsible for conducting public hearings related to civil violations, impact fees, and land use decisions. Offerors must be members in good standing of the Utah State Bar or demonstrate significant experience with citizen appeals processes. The solicitation requires submission of comprehensive documentation including a cover page, resume, statement of understanding, and proposed approach, with electronic submissions mandated through the Utah Public Procurement Place (U3P) website. Responses are due by October 21, 2025, with a strict evaluation process involving initial response review, ranking, and a formal appointment process requiring mayoral and city council approval. The selected administrative appeals officer(s) will be responsible for scheduling hearings, issuing administrative subpoenas, and delivering written decisions on municipal appeals.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract allows for multiple vendor awards, with a total contract value not exceeding $75,000 over a three-year period and potential one-time extension for an additional three-year term. Hearing fees will be structured with charges up to $81.00for individuals contesting tickets, and potential per-hearing fees charged to the City. Contractors will function as independent professionals, with pricing subject to potential annual adjustments limited to 3% or the Producers Price Index. The selected administrative appeals officer(s) must meet specific professional qualifications, including ethical standards and compliance with government records management requirements. The contract provides flexibility for the Mayor to appoint more than one administrative appeals officer, though only one officer will consider and decide upon any specific matter presented for review.
