About this opportunity
The Denton County Transportation Authority (DCTA) is requesting proposals for Sales and Use Tax Compliance Review, Recovery, and Consulting Services under RFP 26-06, with proposals due July 27, 2026 at 2:00 PM Central Time via PlanetBids. All proposers must satisfy six mandatory eligibility requirements: Texas business authorization, non-debarment status, prior Texas public-sector sales tax experience within the past five years, a Project Manager with minimum five years of Texas sales and use tax experience including expertise in Texas Comptroller allocation and reallocation procedures, professional liability insurance of at least $1,000,000 per claim, and cyber liability insurance of at least $1,000,000 per occurrence.
The scope includes identifying and correcting misallocations of DCTA's local sales and use tax revenue, recovering sales tax incorrectly allocated to other jurisdictions, providing ongoing analytical reporting and revenue forecasting, legislative and regulatory monitoring, and supporting DCTA's interactions with the Texas Comptroller of Public Accounts. All five required references must be from Texas public-sector clients; at least two must be from Texas Chapter 451, 452, or 460 transit authorities, which are preferred.
The initial contract term is three years from the Notice to Proceed, with DCTA holding options to extend for up to two additional one-year periods. Compensation includes a fixed annual fee for non-contingency deliverables (subject to a maximum 3% or CPI-U increase, whichever is less, in Option Years), a contingency rate as a percentage of Recovered Sales Tax, and a contingency rate as a percentage of Increased Sales Tax. Proposers must define a Commission Determination Period specifying the maximum duration for which commissions accrue on a single corrected taxpayer or transaction. Pricing must satisfy a Most-Favored Client Certification confirming rates are no less favorable than those offered to other Texas governmental entities for substantially similar services.
Proposals are evaluated on 100 points: Qualifications, Experience, and References (25 points); Project Methodology and Approach (25 points); Technical Capabilities, Tools, and Data Security (20 points); and Pricing and Fee Structure (30 points). Top proposers will be invited to oral interviews during August 12–14 or August 19–21, 2026, with Board authorization targeted for September 24 and contract award anticipated October 1, 2026. Proposals must not exceed 75 pages excluding attachments and resumes and must include statutory certifications, conflict of interest questionnaires, non-collusion affidavits, and attestations regarding energy companies, firearms entities, and Israel boycott prohibitions per Texas statutes.
