About this file

This is a Pricing Form (Attachment 1) for RFP 26-06 issued by the Dallas County Tax Assessor (DCTA) for Sales and Use Tax Compliance Review, Recovery, and Consulting Services in Texas. The form requires proposers to submit comprehensive pricing information across five contract years, consisting of a base year and two additional base years followed by two optional years. Proposers must complete all sections and submit the pricing form as a PDF with their proposal response through PlanetBids. The contract pricing structure includes fixed annual fees that cover all labor, overhead, travel, and incidental costs associated with non-contingency deliverables, with Year 1 serving as the base year and Years 2 and 3 subject to a CPI-U cap or 3% increase, whichever is lesser. Option Years 4 and 5 follow the same CPI-U/3% cap constraint based on the Dallas-Fort Worth-Arlington index for the twelve-month period ending October 31 prior to each option year's commencement.

In addition to fixed annual fees, proposers must establish fixed contingency rates as percentages of amounts recovered and increased sales tax actually received by DCTA, which remain constant throughout the initial term and all option years. Proposers must also specify a Commission Determination Period representing the maximum number of months during which commissions accrue for a single corrected taxpayer or transaction, measured from the date the contractor's correction first appears in a DCTA Comptroller distribution. The form permits optional tiered or volume-based pricing variations if applicable. All proposers must provide a Most-Favored Client Certification confirming that the stated fees and rates are no less favorable than those offered to any other Texas governmental entity for substantially similar services, with a commitment to notify DCTA and apply more favorable rates retroactively within thirty days if offered to another such entity during the agreement term.
