About this opportunity
The City of Brownsville is issuing a Request for Qualifications (RFQ) for Sales Tax Audit, Compliance, Analytics, and Revenue Enhancement Services to identify qualified firms capable of ensuring accurate allocation of local sales and use tax revenues, recovering underreported or misallocated sales tax, and enhancing the City's ability to monitor and analyze sales tax trends. The primary services required include comprehensive sales tax audit and recovery operations, compliance monitoring programs, data analytics and reporting capabilities, economic and business insights generation, and training and knowledge transfer to City staff. Minimum qualifications require respondents to demonstrate at least five years of relevant experience, completion of at least three comparable projects within the past five years, authorization to conduct business in Texas, possession of required professional licenses, designation of key personnel including a dedicated Project Manager, ability to meet specified insurance requirements, and evidence of sound financial and legal standing. The evaluation committee will assess proposals using a weighted scoring methodology allocating 40 points for demonstrated experience and qualifications, 30 points for project approach and methodology, 20 points for key staff and team qualifications, and 10 points for references. The pre-submittal meeting is scheduled for April 28, 2026, at 10:00 A.M. CT via Microsoft Teams, with the Statement of Qualifications closing deadline of May 20, 2026, at 3:00 P.M. CT, followed by evaluations expected within 14-21 days and potential interviews during the week of June 22, 2026. The resulting contract will include an initial twelve-month term with options to renew for two additional one-year periods, not to exceed three years total, subject to City Commission approval and fund availability.
The City of Brownsville has established a Historically Underutilized Business (HUB) program consistent with the State of Texas Statewide HUB Program, and respondents must identify probable subcontracting opportunities and submit a HUB Subcontracting Plan when applicable, with access to the certified HUB database filtered by Cameron County to identify eligible businesses. Respondents are required to submit numerous compliance and disclosure forms including a Proposal Acknowledgment and Authorized Contact Information form, Non-Collusion Affidavit, Litigation Disclosure, Conflict of Interest Questionnaire, Disclosure of Interest form, Respondent's Statement of Organization, Texas Ethics Commission Certificate of Interested Parties acknowledgment, References form requiring a minimum of three professional references from the past five years, and a Proposed Deviations form for any requested exceptions to solicitation requirements. The solicitation explicitly prohibits cost information submission during the qualifications phase, with pricing to be requested separately during contract negotiations following qualifications evaluation in accordance with Texas Government Code Chapter 2254, meaning no budget range or award value has been disclosed at this procurement stage. The City reserves the right to award to a single respondent or multiple respondents to establish a pool of qualified firms, and all standard procurement terms and conditions apply to any resulting contract. No incumbent vendors or existing infrastructure integration requirements were identified in the solicitation documents.
