About this opportunity
The City of Burleson, Texas, is conducting a Request for Qualifications (RFQ 2026-017) to establish a pre-qualified pool of architectural and engineering, surveying, and right-of-way acquisition firms for professional services on an as-needed basis over a five-year period from April 1, 2026, through March 31, 2031. Statements of Qualifications will be accepted on a rolling basis with a deadline of March 31, 2031, at 5:00 PM CST, submitted electronically through the City's Bonfire e-procurement system. Respondents must identify applicable service categories including building and facility architecture, civil engineering, surveying, transportation infrastructure, water and wastewater utilities, right-of-way and property acquisition, project management, construction engineering, and federally funded projects. All firms must be licensed to practice in the State of Texas and submit SOQs containing a completed cover page, firm history, office locations, personnel qualifications, representative project list, and minimum five professional references, with no price information permitted as selection is based solely on demonstrated competence and qualifications under Texas Government Code Chapter 2254. The City will evaluate and add qualified firms to the pre-qualified list at its discretion, with selection for specific projects based on the most highly qualified firm's scope competency, qualifications, availability, and City needs. Placement on the pre-qualified list does not guarantee contract award or selection for any specific project or minimum volume of work.
Respondents must comply with multiple Texas statutory requirements including boycott certifications regarding Israel and energy companies, non-discrimination provisions protecting firearm entities, foreign ownership restrictions, and prohibitions on involvement with Iran, Sudan, or terrorist organizations. All responsive firms must demonstrate adequate financial resources, ability to meet performance schedules, satisfactory past performance, necessary professional licenses and certifications, relevant experience with similar contracts, and current Texas franchise tax payment status. No specific set-asides for disadvantaged enterprises, minority-owned businesses, or women-owned businesses are identified in the procurement documentation. No incumbent vendors, existing contractors, or infrastructure integration requirements are specified in this pre-qualification opportunity. Compensation for individual projects will be negotiated on a project-by-project basis and may be structured as lump sum, task order, or other mutually agreed pricing models; no overall budget range, guaranteed minimum spending, or award values are disclosed in the RFQ materials. The City reserves the right to reject any qualifications, request additional information, conduct interviews, negotiate with qualified firms, award multiple contracts or none, and terminate agreements for cause with seven days' notice or for convenience with thirty days' notice.
