About this opportunity

The State of Maryland is requesting bids for processing, imaging, and mailing of Sales and Use Tax Forms 202 & 202F and Sales and Use Tax Coupon Books under IFB BPM056267, with bids due June 25, 2026. All registered eMMA vendors are eligible; Amendment 1 (issued June 22, 2026) clarified that the cover page's Small Business Reserve designation was included in error and does not apply to this procurement. However, Minority Business Enterprise (MBE) compliance provisions requiring certified MBE participation goals and monthly reporting of compensation are mandatory.

The scope encompasses processing and mailing of Monthly, Quarterly, Semi-Annual, and Annual form books with estimated quantities of 1,500, 2,600, 6,200, and 1,500 copies respectively. All books must be personalized with variable data, include up to two inserts, use Davac wet-activated gum labels, tape and staple binding, and wafer seals conforming to USPS regulations. The contractor must obtain USPS CASS and NCOA certification, maintain a comprehensive Quality Assurance Program with 99% OCR "A" readability for scanning, and provide 50 test booklets within 15 days of proof approval. Specific production standards include 110-pound index cover stock, 24-pound bond interior pages, and soy-based inks. Contractors must allow on-site press reviews and notify the State of required postage amounts at least 15 days in advance. Postage and permit fees are paid directly by the Revenue Administration Division and excluded from bid pricing.

Pricing must be submitted on Attachment B - Price Form in increments of 500 books per type across a three-year contract term, with all-inclusive unit pricing covering labor, overhead, administrative costs, and an electronic transaction fee per submission. The State is exempt from federal excise taxes and Maryland sales taxes. Prompt payment to subcontractors and suppliers is required within ten days of progress or final payment. Questions are posted in the eMMA Discussion + Q&A forum. The procurement officer is Matthew Smith, Maryland Department of General Services Office of Procurement and Logistics.
