About this file
Amendment 1 to an Invitation for Bids (IFB) issued by the State of Maryland Department of General Services, Office of State Procurement, clarifies terms for the procurement of Sales and Use Tax Books. The solicitation (IFB Number BPM056267 / 001IT821542) seeks to procure Maryland Sales and Use Tax Forms 202 & 202F and Sales and Use Tax Coupon Books in multiple frequencies (Monthly, Quarterly, Semi-Annual, and Annual) to be processed, imaged, and mailed by the awarded contractor. The amendment was issued on June 22, 2026, and became part of the official bid package. The amendment addresses four bidder inquiries regarding subcontractor experience qualification, reference documentation requirements, small business reserve designation clarification, and bid submission documentation standards.
Key clarifications in the amendment establish that prime contractors may satisfy the three-year experience requirement through qualified subcontractors, though prime contractor references remain the required documentation per Section 4.12 Bidder Responsibilities. The solicitation is open to all registered eMMA vendors, with a correction noting that the cover page's Small Business Reserve designation statement was included in error. For bid submission, bidders must provide a signed statement confirming that delivered products meet or exceed specifications; samples or technical documentation are not required and will not be accepted as verification of specification compliance. All questions and clarifications are to be posted in the Discussion + Q&A forum in eMMA. The procurement officer is Matthew Smith at the Maryland Department of General Services Office of Procurement and Logistics.

AMENDMENT 1
DATE: June 22, 2026
STATE OF MARYLAND
DEPARTMENT OF GENERAL SERVICES
Office of State Procurement
IFB NUMBER: BPM056267 / 001IT821542
CONTRACT TITLE: Sales and Use Tax Books
ATTENTION ALL BIDDERS:
1. The following question(s) have been submitted in regard to this solicitation:
Q1. The IFB requires three years of experience providing Sales and Use Tax Books. Would the State allow a prime contractor to meet this requirement through a qualified printing/mail-house subcontractor with relevant experience?
A1. Please refer to Section 4.12 Bidder Responsibilities.
Q2. If subcontractor experience is acceptable, should the subcontractor’s references and capability information be included with Attachment L, or should Attachment L only reflect the prime contractor’s references?
A2. As the Prime Contractor is responsible for the performance of any subcontractors it is the references of the Prime which are required.
Q3. The first page states this is a Small Business Reserve Procurement, but the Key
Information Summary Sheet says “SBR Designation: No.” Could you please confirm whether this solicitation is restricted to certified SBR vendors or open to all registered eMMA vendors?
A3. This solicitation is open to all vendors. The statement on the cover page was included in error.
Q4. For the bid submission, is a signed statement that the books meet or exceed the specifications sufficient, or does the State expect samples or technical documentation at the time of bid?
A4. Samples or technical documentation is not necessary as long as a statement in which the delivered product meets or exceeds the specifications is provided at the time of the bid.
Additionally, samples or technical documentation provided in lieu of the statement will not be accepted as verification the specifications are met and/or exceeded.
For any questions, please post in the Discussion + Q&A forum in eMMA.
