About this opportunity
The Santa Rosa County Board of County Commissioners is soliciting sealed bids for the sale of county-owned property located on Woodbine Road in Pace, Florida, under Invitation to Bid (ITB 26-017). The property comprises approximately 2 acres (part of Tax Parcel 22-1N-29-0000-00136-0000) with approximately 396 feet of frontage by 220 feet of depth on the west side of Woodbine Road, situated approximately 750 feet north of U.S. Highway 90. The undeveloped land is zoned for Highway Commercial (HCD) use and features existing curb cuts for ingress and egress, with public water, sewer, electric, cable, and telephone services available to the site. The property is mostly located in FEMA Flood Zone X (low risk) with a small portion in Zone AE, and includes a dominant stormwater easement allowing stormwater runoff to discharge into an offsite county-owned retention pond, an ingress/egress easement along the northwest boundary for county maintenance purposes, and a dominant access easement along the southeast boundary. Electronic bid submissions must be delivered through the County e-Procurement Portal at https://procurement.opengov.com/portal/santarosafl no later than 10:00 a.m. on Wednesday, July 8, 2026, with questions due by 12:00 p.m. on Wednesday, June 24, 2026. Bids must be submitted on a lump sum basis for the entire 2-acre property and must include a bid guarantee equal to 5 percent of the total bid price in the form of a certified check or bid bond. Respondents must comply with Florida Statutes, provide proof of good standing on the Division of Corporations website (Sunbiz), and maintain minimum insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, and business auto liability of $500,000, with Santa Rosa County named as an additional insured. The successful bidder must sign and return all required contract documents within 10 days of receiving the Notice of Award.
Santa Rosa County encourages participation from all segments of the business community, including small businesses, minority-owned and women-owned businesses, and disadvantaged business enterprises, and does not discriminate in the administration of contracts based on race, color, religion, national origin, disability, sex, or age. No incumbent vendors or current contractors are identified in this solicitation, as this is a property sale transaction rather than a service or supply procurement. The Santa Rosa County Board of County Commissioners reserves the right to waive irregularities in bids, reject any or all bids for sound documented reasons, and award the bid that it determines to be in the best interest of Santa Rosa County. No pre-bid meeting or mandatory site visit is specified in the solicitation documents, though interested parties may access property specifications and supporting documentation through the e-Procurement Portal. While the procurement documents do not specify an anticipated sale price or budget range, the bid guarantee requirement of 5 percent of the total bid price will help establish the financial capacity and serious intent of participating bidders.
