About this opportunity

Broward County is conducting a competitive procurement for an open-end contract to provide Safety Footwear Services for the Transportation Department and various county agencies. The solicitation seeks vendors capable of supplying safety boots in men's and women's sizes ranging from 4-15, with specific requirements including minimum four-inch upper height, compliance with ASTM F2413-11 standards, and multiple safety features such as steel toe impact protection, slip-resistant outsoles, and electrical hazard protection. Vendors must provide on-site fitting services, maintain a local retail storefront in Broward County, and operate a mobile unit for employee boot selection and purchasing. The solicitation requires electronic submission through the BPRO system by December 5, 2025, with questions due by November 26, 2025. Vendors must submit comprehensive documentation including insurance certificates, litigation history, anti-human trafficking affidavits, and location certifications. The contract will be awarded to the lowest responsive and responsible bidder, with the County reserving the right to make multiple awards to top-ranked vendors.

The procurement does not specify explicit small business set-asides or enterprise restrictions, though the Office of Economic and Small Business Development (OESBD) encourages procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE). Each eligible employee will receive a $150 annual voucher valid for six months to purchase one pair of safety boots, with vendors required to offer additional purchasing options at fixed percentage discounts. Vendors must be prepared to serve approximately 200 eligible employees annually, providing boots with comprehensive warranty and replacement options. While no specific contract value is listed, the open-end contract will initially run for one year with potential for up to four additional one-year renewals. Vendors must be prepared to comply with numerous requirements including comprehensive insurance coverage, E-Verify registration, and various local and state compliance regulations. Proof of local business presence, ability to deliver within thirty calendar days, and capability to provide monthly and annual sales reporting are critical components of vendor qualifications.
