About this opportunity

The City of Toledo Division of Purchases and Supplies is soliciting bids on behalf of the Department of Public Service's Division of Facility and Fleet Operations for replacement of Safety Building HVAC circulation pumps and a variable speed drive, with bids due November 10, 2026 at 1:30 p.m. EST. The project is a prevailing wage job that requires the successful bidder to execute a Project Labor Agreement with the Northwest Ohio Building and Construction Trades Council within fifteen working days of award. Local preference provisions apply under Toledo Municipal Code section 187.34, and the city's Minority Business Enterprise program carries a 15% MBE participation goal on construction projects.

The scope covers isolating, draining, and removing two circulation pumps; furnishing and installing Taco pump assemblies with piping modifications, reducers, flanges, and gaskets; and replacing the existing VFD with a reconditioned ABB drive, including reconnection and operational verification. Asbestos or hazardous-material removal and insulation replacement are included. Electrical upgrades, unforeseen piping repairs, and additional VFD repairs will be handled as change orders. System shutdowns must be coordinated with the City and the Toledo Police Department, and work runs Monday through Friday, 7:00 a.m. to 3:30 p.m. All workers and subcontractors must pass Toledo Police Department background screening before receiving building access. Bidders must submit an estimated time of completion from the approved purchase order and a Bureau of Workers' Compensation certificate.

Contract terms require the contractor to commence work within sixty days of Notice to Proceed, reach substantial completion within 120 days, and reach final completion within 21 days after that. Liquidated damages are $400 per day. The bid guaranty is 5% of the bid for bids exceeding $75,000, capped at $200,000, or 2.5% for bids of $75,000 or less. A performance and payment bond equal to the bid price is required for contracts of $40,000 or more. Progress payments are 92% with 8% retainage, which the City may waive after 50% completion, and substantial completion releases 95% of the contract price. Proposers must identify tariff-sensitive pricing, and post-award tariff adjustments are prohibited unless they are documented, material, unanticipated, and approved by the City.

Evaluation uses a 120-point Best Bid Criteria matrix. Bidder's Experience and Background carries 60 points, covering related project experience, project familiarity, and construction experience. Bidder's Workforce carries 30 points, and Record of Compliance carries 30 points, covering employee welfare and safety, drug-free workplace, bonding, tax, wage and hour, construction, and equal business opportunity compliance.

A pre-bid meeting was strongly encouraged for October 26, 2026 at 2:00 p.m. at 525 North Erie Street and has passed as of this posting. Bids will be opened at 2:00 p.m. EST on November 10, 2026 via Zoom. After award notification, the successful bidder must attend a pre-job conference with the Northwest Ohio Building and Construction Trades Council within fifteen days and deliver the executed PLA within fifteen working days after that conference. Living wage requirements under Toledo Municipal Code Chapter 187 apply to contracts of $10,000 or more, and certified payroll reports are due weekly.
