About this file

This is a Sales and Use Tax Construction Contract Exemption Certificate form issued by the State of Ohio for use by the City of Toledo. The document is a pre-filled template designated STEC CC Rev. 05/25 that establishes tax-exempt status for tangible personal property purchased for incorporation into real property under qualifying construction contracts. The certificate applies to the Safety Building HVAC Pumps and VFD Replacement project and requires signatures from the owner/contractee (City of Toledo), political subdivision representative (Commissioner of Purchases and Supplies), prime contractor, and any subcontractors involved in the work. The form identifies the contractee as the City of Toledo and designates the Certificate date as January 1, 2026, with the Division of Purchases and Supplies located at One Government Center, Suite 2000, Toledo, OH 43604.

The exemption certificate qualifies construction materials and services for sales and use tax exemption under Ohio Revised Code provisions, specifically applying to real property owned or to be accepted for ownership by the State of Ohio or an Ohio political subdivision. All original certificates must be retained by the prime contractor, with copies maintained by the owner/contractee and all subcontractors. Copies issued to suppliers at the time of material purchase must be signed by the contractor or subcontractor making the purchase. This certificate is a mandatory submission document for all bids submitted by vendors in 2026 for City of Toledo projects and must be included in PlanetBids portal submissions along with construction project paperwork, line items, bid guaranty, and a signed contract.
