The bidder is required to attend a pre-job conference with the NWOBTC within fifteen (15) days of bid award notification, and must deliver an executed PLA to the Division of Purchases and Supplies within fifteen (15) working days from the pre-job conference. The PLA must be signed by both the lead contractor and the Executive Secretary of the NWOBTC to be considered valid. All contractors and subcontractors of the successful bidder must comply with and adhere to all provisions of the executed PLA.
