About this opportunity
The Palm Beach County Water Utilities Department is soliciting sealed bids for the South County Reclaimed Water Transmission Pipeline Phase 2 and Lyons Road Force Main project (WUD 23-053 and 24-028), a competitive invitation for bid with construction services as the primary procurement. The project scope encompasses approximately 3 miles of 24-inch reclaimed water main and approximately 2 miles of 24-inch force main extending from Yamato Road to L-38 Canal in the Boca Raton area. Specific deliverables include furnishing and installing 20-inch to 30-inch diameter reclaimed water mains via open cut, horizontal directional drilling (HDD), and jack-and-bore methods; 24-inch to 36-inch diameter force main pipelines via comparable installation methods; various gate valves, butterfly valves, plug valves, flushing hydrants, and air release valve assemblies; bypass pumping systems; and comprehensive trench restoration work including pavement mill and overlay, curb and gutter removal and restoration, sidewalk removal and restoration, sod removal and replacement, tree removal and replacement, signing and pavement markings, and existing storm drainage inspection and repairs. The contractor must obtain all required Federal, State, County, and City permits (except those applied for by PBCWUD from the Florida Department of Transportation and Florida Department of Environmental Protection), conduct dewatering operations, perform traffic management, complete monthly CPM schedules, provide detailed record drawings and technical manuals, and maintain warranty obligations for one year following substantial completion. The contract requires substantial completion of all reclaimed water pipelines within 500 calendar days of Notice to Proceed and final completion within 60 additional days, with liquidated damages assessed at $2,000 per calendar day for substantial completion delays and $1,000 per calendar day for final completion delays. A non-mandatory pre-bid conference and site visit were held on April 22, 2026, at 10:00 AM. Sealed bids are due May 20, 2026, by 2:30 PM (revised from the original May 6 deadline per Addendum No. 2), with one hard copy required and electronic submissions not acceptable. Written contractor questions were due April 26, 2026, at 5:00 PM, with addenda issued by May 13, 2026. The project will be awarded to the lowest responsive and responsible bidder, with notification expected within 90 days of bid opening and Board of County Commissioners approval tentatively scheduled for August 12, 2026.
This procurement includes a mandatory 15% Small Business Enterprise (SBE) participation goal that must be satisfied through either submission of an approved SBE waiver request demonstrating good faith efforts and hardship or meeting the 15% SBE participation threshold in the bid, with SBE waiver requests and associated paperwork required to be submitted in person as part of the sealed bid package on the bid opening day. Local preference provisions apply, offering a 5% price reduction consideration for responsive, responsible local bidders. Contractors and all subcontractors must be registered in the Palm Beach County Vendor Self Service system prior to contract award and comply with Florida Statute E-Verify employment eligibility verification requirements and criminal history records checks for critical facility access. The bid security requirement is 5% of the base bid amount in the form of a certified check, cashier's check, money order, or bid bond, with additional public construction bonding of 100% of the contract price required within 14 calendar days of award notification. The engineer's cost estimate for all construction services is $27,800,000.00 with no included contingency or allowances. The bid structure is lump sum with percentage-based pricing for bonds and insurance (5% of total construction cost), mobilization and general conditions (10% of total construction cost), and maintenance of traffic (5% of total construction cost), supplemented by fixed allowances for permit fees ($7,500) and utility relocation ($10,000). The County will waive certain certificate of occupancy and inspection fees for the contractor and has established police services availability at an hourly rate for traffic control purposes.
