About this file

This is Addendum No. 2 to the bid documents for the Palm Beach County Water Utilities Department's South County Reclaimed Water Transmission Pipeline Phase 2 and Lyons Road Force Main project between Yamato Road and L-38 (Project Nos. WUD 23-053 and 24-028). The addendum revises the bid opening date from May 6, 2026, to May 20, 2026, at 2:30 PM and establishes a contractor questions deadline of May 10, 2026, at 5:00 PM, with the addenda deadline set for May 13, 2026. The project involves furnishing and installing reclaimed water transmission piping via multiple methods including open cut, horizontal directional drilling, and jack and bore operations, along with force main installation, valves, air release valves, and associated appurtenances. Key bid line items include 2,500 linear feet of 20"-24" DIP reclaimed water main via open cut, 13,877 linear feet of 30" HDPE reclaimed water main via horizontal directional drilling, 1,500 linear feet of 24" DIP force main via open cut, and 9,200 linear feet of 30" HDPE force main via horizontal directional drilling. Additional work includes restoration items such as trench restoration, mill and overlay, curb and gutter restoration, sidewalk restoration, sod replacement, tree removal and replacement, and storm drainage inspection and repairs. Bidders must acknowledge receipt of Addendum No. 2 on the bid form and email the signed acknowledgment to dzheng@pbcwater.com immediately.

Addendum No. 2 addresses significant clarifications regarding bid form quantities, particularly correcting the force main pressure pipe bends and fittings quantity from 34 tons to 11 tons to align with actual plan requirements. The document resolves bidder inquiries regarding Small Business Enterprise (SBE) subcontracting requirements, confirming that a Subcontracting Goal-Waiver Request Form is available on the OSBD website and that contractors have adequate time to submit waiver requests with supporting evidence. A revised bid form was issued concurrently with this addendum to reflect updated weights for proposed fittings on both the reclaimed water main and force main. The bid structure is a lump sum format with the bidder responsible for all materials, labor, costs, delays, and risks associated with project completion. Line items include allowances for permit fees ($7,500) and utility relocation ($10,000), along with percentage-based pricing for bonds and insurance (5% of total construction cost), mobilization and general conditions (10% of total construction cost), and maintenance of traffic (5% of total construction cost). Bidders must acknowledge receipt of Addendum No. 2 on Bid Form-3 to be considered responsive.

A. BIDDERS QUESTIONS AND ANSWERS:

Q1 - As has already been brought to your attention and reflected upon in the Q&A’s in Addendum 1, meeting SBE requirements is nearly impossible due to the nature of this project. It is mentioned in the Q&A’s that a waiver maybe considered for the SBE. Having researched the waiver requirements after reviewing the Addendum it states that “vendor request would have to be sent out at least 2 weeks prior to bid opening date”. With this waiver consideration now being an option, it’s safe to assume all contractors will now attempt to move in that direction being that meeting the SBE does not seem possible. We respectfully request that the bid date be postponed a minimum of 3 weeks to allow all contractors time to attempt to meet the requirements described within the Waiver Request Form (as it relates to the requirement of at least 2 weeks for media or other notifications having been sent to potential SBE subcontractors). …Or, being that the SBE clearly cannot be met for this project, would PBCWUD consider an elimination of the SBE requirements for this project altogether? Speaking only for ourselves (in the instance the SBE requirement does happen to be eliminated) Centerline, Inc. will still obtain whatever SBE is possible though likely be less than ¾% of the project, as a whole. We will still do all we can do to achieve the most SBE participation that we can.

A1 – This refers to “Subcontracting Goal-Waiver Request Form” on OSBD website. See screenshot below. Please note: the statement, “Notify SBEs within at least two (2) weeks prior to the bid opening date,” is a recommendation for the prime contractor for their outreach efforts.

However, if the prime attempts to submit a Waiver Request without providing supporting evidence demonstrating how the criteria were met, the Waiver Request may not be approved.

Bid open date is extended to give everyone enough time to do the waiver.

Q2 - Is there a type in the Bid Form for Bid Item 27? 34 tons seems excessive, where 3.4 tons make more sense.

A2 – A revised Bid Form has been issued with this Addendum with updated weight for the proposed fittings for the reclaimed water main and the force main.

Q3 - In the addendum that was just issued, the plans on Sheets RCWM19-20 were revised to change from a 30" directional drill to a 24" open cut for approximately 600 LF. The quantities on the bid form in line items 11 and 12 have not been updated to reflect this change. There are also more fittings now which may change the total weight in line item 15. There was also mention in the addendum of line item 13 being updated to be per linear foot, but it is still showing as a lump sum.

Can a new form be sent out?

A3 – Addendum 1 did not include plan revisions. The revised Bid Form under this Addendum corresponds to the Plans issued for bidding.

Q4 - We would like to bring to the county’s attention that the Force Main fitting item quantity is 4 times the actual quantity. This large of a discrepancy in an item with such a large unit price must be adjusted to the correct quantity (+/-) otherwise it will throw the contractor’s bids off in the millions. We respectfully request the county to please update the bid form to the proper quantity of tonnage for the Force Main bid item (Approximately 10 tons versus the 34 tons that is in the present bid form). Just FYI, if the intent is to adjust the FM fitting item the actual quantity based on the fittings on the plans is just a hair under 9 tons (not the 10 tons previously mentioned).

A4 - A revised Bid Form has been issued with this Addendum with updated weight for the proposed fittings for the reclaimed water main and the force main.
