This is Addendum No. 3 to the bid documents for the South County Reclaimed Water Transmission Pipeline Phase 2 and Lyons Road Force Main project issued by the Palm Beach County Water Utilities Department. The project (Project No. WUD 23-053 & 24-028) involves the installation of reclaimed water transmission pipelines and force main infrastructure between Yamato Road and L-38 Canal in Florida. The scope of work includes furnishing and installing 20-inch to 30-inch diameter reclaimed water main pipe via open cut and horizontal directional drilling (HDD), 24-inch diameter reclaimed water main inside 42-inch steel casing via jack and bore, various gate valves, butterfly valves, plug valves, flushing hydrants, and air release valve assemblies. Additional work includes trench restoration in pavement, mill and overlay, curb and gutter removal and restoration, sidewalk removal and restoration, sod removal and replacement, tree removal and replacement, signing and pavement markings, and existing storm drainage inspection and repairs. Sealed bid submissions are due by 2:30 p.m. on Wednesday, May 20, 2026, with one hard copy required; electronic submissions are not acceptable. Attendance at the bid opening meeting is not required. The bid form has been revised to reflect updated tonnage quantities for pressure main bends and fittings, with Item 15 adjusted to 19 tons and Items 28 and 30 also revised per updated plans.
The bid form includes lump sum pricing for bonds and insurance (5 percent of total construction cost), mobilization and demobilization (10 percent of total construction cost), and maintenance of traffic (5 percent of total construction cost), with a permit fee allowance of $7,500 and utility relocation allowance of $10,000. The project is subject to a 15 percent small business enterprise (SBE) goal that must be met either through submission of an approved SBE waiver request or by meeting the 15 percent SBE participation threshold in the bid; the project will be awarded to the lowest responsive bidder. SBE waiver requests and associated paperwork must be submitted in person as part of the sealed bid package on the bid opening day; online submissions are not acceptable. The addendum includes clarifications regarding contractor responsibility for staging areas and off-site storage, bacterial sample testing for pipeline disinfection, utility relocation scope, dewatering requirements under US 441, and storm drainage inspection and repair requirements. The bid bond form must reference five percent of the bid price as the bond amount.

A. BIDDERS QUESTIONS AND ANSWERS:
Q1 - Spec PDF page 95. 1.14 SALVAGE & PDF 207. DEMOLITION, SALVAGE, AND
RELOCATION In order to include such costs in the bid, please provide:
a. The items to be salvaged?
b. The quantity?
c. The location of such items?
d. And the destination of deliveries?
e. Also if the delivery is to be made after all items selected are rady for delivery, or items are to be delivered on day of salvage?
A1 – This is standard spec language. This project does not include items to be salvaged.
Q2 - Specs PDF page 153 (1.2 CONTRACTOR'S WORK AND STORAGE AREA) States: “C.
Lands to be furnished by the OWNER for field offices, construction operations, concrete aggregate pits, roads, and other purposes are indicated. Should the CONTRACTOR find it necessary to use any additional land for its field offices or for other purposes during the construction of the WORK, it shall arrange for the use of such lands at its own expense.” Please advice where the lands are available.
A2 – Staging areas are the contractor’s responsibility. Section 01 66 00 has been revised and is included in this Addendum under Attachment A.
Q3 - Specs PDF page 177, 3.3 DISINFECTING PIPELINES, states: “G. Bacteriological Testing:
After final flushing and before the pipeline is placed in service, a sample, or samples shall be collected from the end of the line, and shall be tested for bacteriological quality in accordance with the requirements of the State Department of Health or other appropriate regulatory agency.” Will the county be processing the samples or hiring a firm to review such sample?
A3 – It is the contractor’s responsibility to submit the samples for bacterial testing and to provide the County with the test results for review.
Q4 - For bid item 10: Police, HR, 500, please consider providing 1 unit price so all the Contractors will have a consistent bid to the County. I.e. You can use $100 per hour; that way you can include
FHP if Local PD is not available.
A4 – No changes will be made to Bid Item 10. Bidders need to fairly estimate the hourly rate.
Q5 - First attachment is Addendum 1 Measurement & Payment Note that clearly states the weight of restraining glandes, gaskets, nuts, bolts, tape wrapping, and other accessories will not be counted in the tonnage calculations for the fitting/bend weight.
Though:
The second attachment, a Q&A note regarding fitting payment, states the opposite. The answer states that “the cost of mega-lugs shall be included in the cost of the fitting. The weight of the mega-lug will be counted”.
We assume the Pay Item Note is correct but respectfully request you please clarify this discrepancy in verbiage.
A5 – The cost of the mega-lugs should be included in the total cost of the fittings, however it was not calculated in the tonnage of the fittings in the Bid Form.
Q6 - For the SBE Waiver request, can it be submitted online or does the paperwork have to be delivered in person?
A6- Online submittals are not acceptable. The waiver and associated paperwork can be included in the sealed bid package and submitted on the bid opening day.
Q7 - The contractor may either (1) submit a waiver request to be exempt from the 15% SBE goal, or (2) submit a bid that meets the 15% SBE goal. Is there a scoring method that would allow awarding to a bidder who meets the 15% SBE goal even if their total bid cost is higher than a contractor who does not meet the SBE goal but submitted the lowest-cost bid?
A7 - The project will be awarded to the lowest and responsive bidder. To be considered responsive, SBE goal needs to be met through 2 ways you mentioned in the question, either to submit a waiver request and get approved or to submit a bid that meets SBE goal.
Q8 - The question # 26 is for exploration of utilities ( soft diggings) and the new item is about Utility
Relocation. Please advise.
A8 – Utility exploration, including soft digs, shall be included in the price for the pipe installation work. The line item for Utility Relocations shall only be for existing utilities that are physically relocated with the Engineer's approval.
Q9 - The quantity of the item # 38 “ Existing storm drainage inspection and repairs” looks excessive because plans show only 3 sites with this note. Sheet FM-11 ( 2 ) and FM-14 ( 1)or please indicate where else it is required and this item is not cheap.
A9 – Bid Item 38 and Technical Specifications Section 01 29 00, 1.31 have been revised to lump sum. See included Attachments under this Addendum.
Q10 – In the item of Jack & Bore ( # 13 ), it is necessary dewater ( wellpoints ) under the US 441 to keep the drilling dry as well, not just the pits. That restoration would be paid by the county under the Restoration Items ( trench restoration, mill & resurface, concrete curb, etc) or should the
Contractor include it in the price of the Jack & Bore ( LS )?
A10 – Excavations under 441 are not permitted by FDOT. If the bore path needs to be dewatered, the contractor shall dewater from the pit locations or provide an alternative method for dewatering.
The alternative methods shall be included in their cost of work.
Q11- Bid Bond form
1st paragraph “KNOW ALL MEN THESE PRESENT: That we,_______________
(hereinafter called "Principal"), and___________ (hereinafter called "Surety") are held and firmly bound unto Palm Beach County, a Political Subdivision in the State of Florida, (hereinafter called
"County") in the sum of_____________Dollars, ($ ), lawful money of the United States of America, for the payment of which sum will and truly to be made, we bind ourselves, our heirs, executors, administrators and successors, jointly and severally, firmly be these presents;”
A11- It should be in the sum of five percent of bid price Dollars, ($ 5%) or similar language.
Q12 - In Addendum 2 we see you correct item 30 to the proper tonnage. Though we also see you adjust item 15 (RCLM Fittings) from 13 tons to 21 tons. There are only 16.5 tons on the plans. We respectfully request that you adjust that item to the 16/17 tons that are on the job.
A12 – The Bid Form has been revised to update Item 15 to 19 tons. Items 28 and 30 have also been revised per the revised plans under Addendum 3, and can be found under Attachment C.
Note for bidders new to Palm Beach County: 1 hard copy sealed bid is required. No electronic submission. You can drop in person or mail in the sealed bid to be received by the cut off time stated on the addendum. Attending bid open meeting is not required.
