About this file
This Addendum No. 1 is issued by the Palm Beach County Water Utilities Department for Projects WUD 23-053 and 24-028, which involve construction of the South County Reclaimed Water Transmission Pipeline Phase 2 and the Lyons Road Force Main between Yamato Road and L-38. The project encompasses multiple pipeline installation methods including open cut installations, horizontal directional drilling (HDD), and jack-and-bore techniques for both reclaimed water and force main systems. Specific work items include furnishing and installing various diameter pipes (6-inch through 30-inch), butterfly valves, plug valves, gate valves, air release valves, flushing hydrants, bypass pumping systems, and restoration work including pavement, curbing, sidewalks, sod, tree removal and replacement, and existing utility coordination. Sealed bids were due on May 6, 2026, at 2:00 P.M. The anticipated award date is late August or early September 2026, pending Board of County Commissioners approval, with a projected construction start date approximately two months after award. The engineer's estimate for the project is $27,800,000.00 with no included contingency or allowances.
The bid form specifies a lump-sum contract approach with line items for bonds and insurance (5 percent of total construction cost), mobilization/demobilization/general conditions (10 percent), and maintenance of traffic (5 percent). A 15 percent Small Business Enterprise (SBE) participation goal applies to the project, with waivers available upon demonstration of good faith efforts and hardship. Permit fee allowance of $7,500 and utility relocation allowance of $10,000 are provided. Police services are available at an hourly rate for traffic control purposes. The contractor must acknowledge receipt of Addendum No. 1 on the bid form and submit all required documentation including schedules of values, construction surveys, pre-construction video, record drawings, NPDES compliance plans, and proof of bonding. Key clarifications include that the County will temporarily shut down existing reclaimed water and force mains during connection activities, four vacuum trucks are required during force main shutdowns, asbestos pipes were not identified in open-cut areas, vibration monitoring is not required, and stored materials can be compensated per contract specifications. The Digital Accessibility Compliance section requires all deliverables conform to Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards.

Reclaimed Water Transmission Pipeline Phase 2 and Lyons Road Force Main between Yamato
Road and L-38). Historically, a significant portion of SBE participation on similar utility projects has been achieved through procurement with Utility Supply Associates, which, to our understanding, is the only certified SBE supplier consistently capable of supporting projects of this scale and scope. Unfortunately, they have advised that they will not be bidding on long-term contracts. Given these constraints, we respectfully request clarification on whether the County will consider granting a waiver, adjustment, or alternative compliance approach for the 15% SBE requirement under these circumstances.

A59 – A field office is not required and is up to the contractor’s discretion.
Q60 - 1.15 FURNISH AND INSTALL 24” DIP RCWM INSIDE 42” STEEL CASING VIA JACK
AND BORE (BID ITEM 11)

For item 11, the Measurement and Payment states that the Jack and Bore should be paid by LF.
Please adjust the Bid Form to match.
A60 – Section 01 29 00 has been revised to list Jack and Bore as a LS unit. Contractor should note that valves and fittings associated with the jack and bore are not included under this Bid
Item.
Q61 - For item 13, please clarify if the mega lugs are to be included in the weight of the fittings.

Road and Yamato Road. This is included under Bid Item 31 in Section 01 29 00.
Q66 - For item 34, please provide an inventory including type of tree, caliper and minimum size for the replacement trees.
A66 – Tree caliper and type are labeled on the plans. Replacement tree sizes shall be as follows: 12’ clear trunk for replacement palms. For unknown species, replacement must be in kind provided at 16’ – 18’ overall height with 8’ – 10’ to spread.
