About this opportunity
The Pennsylvania Department of General Services is issuing an Invitation for Bids (IFB) for Security Guard Services at the Reading State Office Building (RSOB) located at 625 Cherry Street in Reading, Berks County. The procurement requires an awarded supplier to provide five (5) total security personnel: four (4) full-time dedicated Security Guards, with two (2) of those guards being bilingual in Spanish, and one (1) full-time Site Supervisor Guard. The contract's primary objectives include providing comprehensive security coverage for the interior and exterior of the state office building, with a critical requirement that the awarded supplier can physically respond to any critical event within two (2) hours. Key responsibilities of the security personnel include access control, monitoring surveillance cameras, escorting visitors, and responding to emergencies. The solicitation is being processed electronically through the Commonwealth's Supplier Relationship Management (SRM) system, with suppliers required to be registered to bid. An optional site visit is scheduled for February 7, 2024, and all questions must be submitted in writing to Nicole Moyer via email by 2pm ET on February 8, 2024. The electronic bid submission is due by February 16, 2024 at 2pm ET, with the initial contract term running from March 1, 2024 to February 28, 2025, and the option of four (4) additional one-year renewals.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must complete several mandatory certification forms, including an Iran Free Procurement Certification, a Worker Protection and Investment Certification, and a Lobbying Certification. The contract will be awarded to the responsible and responsive bidder with the lowest calculated hourly rate for all proposed years. While specific budget ranges are not detailed in the documentation, bidders are required to submit an all-inclusive hourly rate for each security guard type on the provided Cost Submittal Worksheet. The Commonwealth reserves the right to deduct pay for guard tardiness and "no call/no show" occurrences, and maintains the ability to add additional security positions as needed. Notably, the current contract has one guard who meets the required Act 235 training and licensing, and the Department of General Services will provide training on security scanning equipment. Bidders are not required to provide less-than-lethal equipment like pepper spray, though body cameras are considered a value-added service.
