About this opportunity
The Consolidated City of Indianapolis Department of Public Works is requesting sealed bids for crack sealing in asphalt pavement under IFB RS-26-001, with bids due October 1, 2026 at 10:00 a.m. EST. A non-mandatory pre-bid conference is scheduled for September 15, 2026 at 1:00 p.m. in Room 341 of the City-County Building. The City has established mandatory participation goals for minority business enterprises (15%), women business enterprises (8%), veteran business enterprises (3%), and disability-owned business enterprises (1%); bidders failing to meet these goals must submit a waiver application demonstrating good faith efforts with a minimum weighted score of 70 points.
The scope encompasses crack sealing across approximately 81.2 linear miles of city streets in Marion County, including routing and sealing cracks in asphalt pavement (approximately 350 tons) and filling cracks in asphalt pavement (approximately 40 tons). Work must use PG 58S-28 asphalt binder and CrackMaster 3405 hot pour crack sealant, comply with the latest Indiana Department of Transportation Standard Specifications, and is restricted to streets not resurfaced within the previous five years unless directed by the engineer. Payment is made by the ton of material used, with all materials, cover aggregate, temporary traffic controls, cleaning, and incidentals included in the bid price.
Bidders must submit a bid bond or certified check equal to 5% of the bid amount; the successful bidder must provide 100% performance and payment bonds. Liquidated damages are assessed at $2,500 per day for delays in substantial completion and $100 per day for delays in final completion, with an additional $1,000 per calendar day per street if individual street disturbance time is exceeded. Bid validity is 90 days from bid opening. Contractors must self-perform at least 15% of contract work, maintain general liability insurance with $1,000,000 occurrence and $2,000,000 aggregate limits, comply with E-Verify enrollment, and for contracts exceeding $300,000, qualify under IC 4-13.6-4 or IC 8-23-10. Questions are due September 18, 2026 at 12:00 p.m.
