About this opportunity

Sacramento County is procuring a street light installation project for the Roseville Road Railroad Crossing through a competitive bid process. The project, identified as Contract No. 4572, requires a General Engineering Contractor (Class A) or C-10 licensed contractor to install two streetlights, complete electrical utility trenches, electrical wiring, pavement saw cutting, repaving, slurry seal placement, and roadway restriping. The project is located along Roseville Road, spanning from Palm Avenue to the project endpoint, with a total estimated construction cost of $440,000. Bidders must submit electronic proposals through the Sacramento County Electronic Bidding Portal by July 14, 2022, at 2:00 PM, with pre-bid questions due by July 1, 2022, at 4:00 PM. Contractors are required to provide bid security of 10% and will need to execute payment and performance bonds for 100% of the contract price. The project has a 30-working day completion timeline and requires strict adherence to prevailing wage standards, including both federal Davis-Bacon Act and California Labor Code requirements.

The procurement opportunity appears open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. Successful bidders must be registered with the California Department of Industrial Relations and comply with non-discrimination provisions and "Buy America" requirements. Contractors must complete various submissions, including a non-collusion declaration and subcontractor designations. The project involves integration with existing infrastructure, including precise street light pole positioning, electrical conduit installation, and careful consideration of current utility infrastructure. Technical specifications cover detailed requirements for pole placement, trench details, electrical routing, and restoration standards. While no incumbent vendors are specifically mentioned, the project represents a contemporary infrastructure improvement initiative focused on enhancing road safety and lighting along the Roseville Road corridor, with a clear budget allocation of approximately $440,000 for the complete scope of work.
