About this opportunity

The City of Salt Lake City is requesting pre-qualification submissions from general contractors for two separate golf course irrigation renovation projects—Rose Park Golf Course Irrigation and Turf Reduction (Job No. PRK23041) and Nibley Park Golf Course Irrigation (Job No. PRK26019)—with pre-qualification submissions due September 30, 2026 at 2:00 p.m. via the Bonfire portal. Questions are due September 18, 2026.

The scope of work for both projects includes cutting and abandoning existing irrigation components without disturbing playable turf; installing new irrigation mainlines, service feeds, laterals, and heads; excavating and constructing two-stage settling ponds with clay-sealed liners and drivable bottom surfaces; and installing new pump stations, wet wells, electrical systems, and associated piping. Rose Park is located at 1386 North Redwood Road and Nibley Park at 2780 South 700 East, both in Salt Lake City, Utah.

The combined Engineer's estimated project value is $8.5 million, with Rose Park estimated at $5.9 million and Nibley Park at $2.6 million. Projects will be bid separately; contractors may pre-qualify for one or both based on bonding capacity. Rose Park bidding is tentatively scheduled for October 2026 with a notice to proceed in November 2026 and completion in late 2026. Nibley Park bidding is tentatively scheduled for December 2026 with a notice to proceed in January 2027 and completion in early 2027.

Mandatory pre-qualification criteria require a minimum score of 75 points (maximum 100). Contractors must demonstrate four years of continuous business operation under current name or Federal Employer ID Number, bonding capacity via a letter of bondability, and completion of at least two full 18-hole golf course irrigation renovation systems using HDPE/PVC pipe and decoder-based 2-wire equipment within the past five years. All personnel performing wiring, bonding, and HDPE pipe fusion must hold current certifications from Paige Wire Co. and AquaFuse or an owner-approved manufacturer (within three years). Contractors must provide three verifiable references for similar projects completed within the past five years. Joint venture bids are permitted with full disclosure of all participating entities. Submissions must be made exclusively through Bonfire; late submissions will not be accepted.
