About this opportunity

Long Beach Public Utilities Department is requesting quotations for complete decommissioning, removal, and installation of a rooftop cooling tower at the LBPUD Operations Service Center, 1800 E. Wardlow Road, Long Beach, California, with quotations due July 16, 2026 at 11:00 a.m. via the Long Beach Buys portal. A mandatory site walk is scheduled for June 25, 2026 at 9:00 a.m.

Long Beach-based businesses maintaining a current business license and seller's permit within city limits are eligible for a 10% local preference reduction for bid evaluation purposes, capped at $50,000 in preference value. Payment, if awarded, is made at the actual bid price, not the reduced evaluation price.

The scope encompasses furnishing one new high-efficiency industrial-grade stainless steel cooling tower unit and full turnkey installation services: system shutdown, hydraulic isolation, decommissioning and removal of the existing unit, rigging and hoisting operations, reconnection of mechanical and electrical systems, and comprehensive system startup and commissioning. All labor, materials, specialized equipment, rigging and hoisting services, insurance, and coordination are the contractor's responsibility. Work must be performed with zero disruption to administrative staff operations; demolition and structural work are restricted to off-hours (Monday–Friday, 5:00 p.m. to 6:00 a.m., or anytime Saturday and Sunday).

Bidders must maintain comprehensive general liability insurance of $1 million combined single limit per occurrence and comply with Cal/OSHA safety requirements. Manufacturer's standard warranty documentation is required with bids. Unit prices must be held firm for the one-year contract term; LBPUD reserves the right to adjust quantities based on actual needs and reject all bids. Written questions are due July 2, 2026 at 11:00 a.m.; responses are posted by July 9, 2026 at 3:00 p.m. Award is determined based on unit prices and percentage discounts meeting all specification requirements.
