About this file
This is an Addendum No. 1 to Request for Quotation (RFQ) UD-26-341 issued by Long Beach Utilities for a Rooftop Cooling Tower Replacement Project located at 1800 E. Wardlow Road, Long Beach, California. The addendum provides clarifications to questions submitted by bidders following a job walk conducted on June 25, 2026. The document confirms that as-built drawings are not currently available for the existing unit; however, visual verification of the 60-amp circuit breaker was provided during the site walk. The existing cooling tower is a Baltimore VTL-092-L/Century 790A model with a ½ horsepower fan motor operating at 460 volts, 3-phase, with an approximate operating weight of 3,940 pounds. Design conditions specify a supply temperature of 72 degrees and return temperature of 77 degrees. The contractor must provide all necessary coordination for hoisting operations, including crane permits, traffic control, street-use permits, lift plans, and City coordination. All shutdown, demolition, crane, structural drilling, and reconnection work must be performed only during off-hours windows specified in the original RFQ.
The project requires prevailing wages, and the contractor is responsible for obtaining the necessary permits. Structural calculations are not required at this time, as the existing structural steel beams and rooftop supports are assumed adequate. The electrical scope includes replacing the 60-amp fused disconnect while reusing existing feeders; the existing electrical system comprises a 60-amp breaker, 1-inch rigid to 1-inch liquid-tight conduit approximately 10 feet from disconnect to motor, 4 AWG wire, and 3-phase 208-volt induction line start motor. The replacement cooling tower must interface with existing building automation systems, controls, chemical treatment controllers, basin heaters, conductivity controllers, make-up water valves, and alarm points. A bid bond is not required for this quotation. The document was prepared by Esme Houtepen, Utilities Procurement Representative, and requires bidder acknowledgment by signature and submission with bids; failure to submit the addendum may result in disqualification.

NOTICE TO BIDDERS
ADDENDUM NO. 1: Q & A
RFQ UD-26-341
ROOFTOP COOLING TOWER REPLACEMENT PROJECT
This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your bid. Any bidder who fails to submit this addendum may be disqualified.
As of July 9, 2026:
The following are answers to questions submitted:
Question 1. Per job walk on 6/25/26 please provide the following information.
a. As‐builts.
b. Confirm if prevailing wages are applicable for this project.
c. Confirm amperage rating for the existing circuit breaker feeding the existing cooling tower.
Answer 1.
a. Currently we do not have as‐builds for the unit.
b. Yes, prevailing wages are applicable.
c. From what we see it is 60 amps, but visual verification was provided to the contractors during the site walk.
Question 2. Existing Cooling Tower Information: Please provide the existing cooling tower manufacturer, model number, serial number, capacity, fan motor HP, voltage/phase, operating weight, footprint, anchor pattern, and original equipment submittal if available.
Answer 2. Baltimore VTL‐092‐L/Century 790A ½hp 460v Fan/3 phase 208v/approx. 3940lbs operating weight.
Question 3. Design Conditions: Please confirm the required condenser water flow rate, entering water temperature, leaving water temperature, design wet‐bulb temperature, and required cooling tower thermal performance.
Answer 3. Supply temp 72 degrees, return temp 77 degrees.
Question 4. Structural Support: The RFQ states that the existing structural steel beams and rooftop supports are assumed adequate. Please confirm whether the contractor is required to provide structural calculations, structural engineering review, or anchorage calculations for the proposed replacement cooling tower.
Answer 4. No structural calculations are needed at this time.
Question 5. Crane and Hoisting Requirements: Please confirm whether the contractor is responsible for all crane permits, traffic control, street‐use permits, lift plan, and any City coordination required for hoisting operations at 1800 E. Wardlow Road.
Answer 5. Yes, Contractor is to provide all necessary coordination required for hoisting operations.
Question 6. Electrical Scope: Please provide the existing cooling tower electrical information, including disconnect size, circuit breaker size, conduit routing, wire size, voltage/phase, motor starter/VFD information, and whether existing electrical feeders and disconnects are intended to be reused.
Answer 6. Yes, 60 amp fused disconnect, 60 A breaker, 1” rigid to 1” Liquid tight approx. 10’ from disconnect to motor, 4 AWG, 3 phase 208v, induction line start motor. Feeders can be reused but disconnect should be replaced.
Question 7. Controls / Chemical Treatment Interface: Please clarify whether the replacement cooling tower is required to interface with any existing BAS, controls, chemical treatment controller, basin heater, conductivity controller, make‐up water valve, or alarm points.
Answer 7. Yes.
Question 8. Work Hours and Shutdown Duration: Please confirm the allowable condenser water system shutdown duration and whether all shutdown, demolition, crane, structural drilling, and reconnection work must be performed only during the off‐hours window stated in the RFQ.
Answer 8. Yes.
Question 9. Permitting: Please confirm if the contractor needs to pull a permit for this project.
Answer 9. Yes.
Question 10. Please confirm a bid bond is not required for this RFP.
Answer 10. Bid bond is not required.
