About this file

This Request for Quotation (RFQ) is issued by the Long Beach Public Utilities Department (LBPUD) for the complete decommissioning, removal, and installation of a rooftop cooling tower unit at the LBPUD Operations Service Center located at 1800 E. Wardlow Road, Long Beach, California. The project requires contractors to furnish and deliver one new, high-efficiency, industrial-grade stainless steel cooling tower unit, along with full turnkey installation services including system shutdown, hydraulic isolation, decommissioning and removal of the existing unit, rigging and hoisting operations, reconnection of mechanical and electrical systems, and comprehensive system startup and commissioning. A mandatory site walk is scheduled for June 25, 2026, at 9:00 AM, with attendance required for all prospective bidders. Written questions must be submitted by July 2, 2026, at 11:00 AM, with responses posted by July 9, 2026, at 3:00 PM. Bids are due electronically via the Long Beach Buys portal by July 16, 2026, at 11:00 AM. The contract term is one year, and award will be determined based on unit prices and percentage discounts while meeting all specification requirements. Bidders must acknowledge receipt of any addenda and complete the Local Preference Form and Business License information as required.

Pricing shall be submitted electronically on the Line Items tab of Long Beach Buys and must include all applicable taxes except sales tax and federal taxes. Unit prices must be held firm for the one-year contract term, with any price increases or discount reductions subject to contract termination at LBPUD's discretion. Long Beach-based businesses that maintain a current business license and seller's permit within the city limits are eligible for a ten percent local preference reduction for bid evaluation purposes, though payment would be made at the actual bid price if selected as the winning bid, not the reduced price, with a maximum preference cap of $50,000. The RFQ requires contractors to provide manufacturer's standard warranty documentation with their bids, maintain comprehensive general liability insurance of $1,000,000 combined single limit per occurrence, and comply with all Cal/OSHA safety requirements and regulations. No minimum orders are permitted, and LBPUD reserves the right to reject all bids, cancel the contract, purchase different quantities at proposed unit prices based on actual needs, and make changes to specifications with equitable adjustment to price and time of performance. All work must be performed in a manner ensuring zero disruption to administrative staff operations, with disruptive activities including demolition and structural work restricted to off-hours periods (Monday through Friday, 5:00 PM to 6:00 AM, or anytime Saturday and Sunday) to comply with the facility's operational constraints.
