About this opportunity
The Pueblo City-County Library District is seeking a comprehensive roof replacement contract for the Pueblo West Library located at 298 S Joe Martinez Blvd in Pueblo West, Colorado. The procurement involves two primary roofing options: a full roof replacement using a 60-mil adhered PVC membrane or a roof recover option with an EPDM membrane. The project requires complete removal of the existing single-ply TPO membrane roof installed in 2018, installation of new vapor retarder, insulation, tapered crickets, cover board, and membrane application with detailed flashing at parapet walls, curbs, and penetrations. Key deliverables include a 10-year company workmanship warranty and an extended manufacturer's system warranty, with a total roof installation timeline of 120 days. A mandatory bid conference was held on March 27, 2025, with proposals due by 5:00 PM on April 10, 2025. The contract will be awarded based on the "lowest cost" and best value, considering factors such as the contractor's past performance, organization, subcontractor selection, equipment, and ability to complete the work within the specified timeframe. Bidders must meet specific qualifications, including general liability insurance, workers' compensation coverage, current roofing licenses, and industry association memberships.
The procurement does not explicitly mention set-aside designations for disadvantaged enterprises. Contractors must demonstrate the ability to be bonded for up to $3 million and provide a performance bond covering two years after project completion. The project encompasses approximately 15,714 square feet of roof area, including 11 distinct roof facets with a predominant roof pitch of 1/12. Approved membrane manufacturers include IB Roof Systems, Carlisle, Versico, Sarnafil, and Siplast, with options for 60-mil or 80-mil membrane thickness. While specific budget details are not explicitly stated, the comprehensive scope and requirements suggest a significant investment in roof infrastructure replacement. The project involves replacing multiple building roof sections, including the main library building and five smaller roofs on the east side, with extensive technical specifications and strict quality control measures. Contractors will be responsible for comprehensive site preparation, safety measures, and handling of existing roof components, including resetting mechanical equipment and managing pedestrian traffic during the renovation.
