About this file

This document is an update and FAQ document for the Pueblo West Library Reroof Project (PWL) located in Pueblo West, Colorado, dated April 3, 2025. The project involves a comprehensive roof replacement for the library at 298 S Joe Martinez Blvd, with the bid due date extended to Wednesday, April 10, 2025, by 5:00 PM. The scope includes replacing the existing roof with either a 60-mil PVC adhered membrane or an 80-mil fleece back (135 mil overall) adhered membrane from approved manufacturers such as IB Roof Systems, Carlisle, and Versico. The project encompasses the main library building and five smaller roofs on the east side, with specific requirements for membrane installation, vapor retarders, and transitions to existing metal roofing.

Key bidding and contract requirements include a mandatory 10-year workmanship warranty, performance bond covering two years after project completion, and specific qualifications for bidders. The owner will evaluate bids not just on price, but also on factors like past performance, organization, subcontractor selection, and ability to complete the contract. Alternate membrane manufacturers like Sarnafil and Siplast have been added, and bidders must provide detailed specifications and qualifications. The project allows for some flexibility in approach, such as optional wall details and potential alternate installation methods, but maintains strict standards for roof system quality, manufacturer warranties, and technical specifications.

FAQ’s Following is a list of frequently asked questions and other clarifications regarding this reroof project.

1. Qualifications for Bid List: Does our company need to submit the Qualifications for Bid List prior to or with our bid? Yes, all items listed in the Qualifications for Bid List must be received with the final bid. However, if there are questions or information missing that is not critical to the project the successful bidders may be given the opportunity to provide the missing information within the 10-day period allowed for acceptance of the Bid Proposal Agreement. The qualifications of the successful bidder/s is a consideration for acceptance of the Bid.

2. Bid Acceptance: Does the low bid guarantee acceptance? While the lowest bidders will be considered, Owner will consider other factors as stated in the Bid Agreement as part of their evaluation of the bids. This includes, but is not limited to Bidder's past performance, organization, subcontractor selection, equipment, and ability to perform and complete its contract in manner and within time specified.

3. Successful Bidders: Who are the successful bidders? The Successful Bidders will be the successful bidder selected by Owner based on cost and performance as stated in the Bid Agreement plus the next 2 back up bidders in order of qualification.

If Owner is unable to secure an agreement with the successful bidder or that bidder is unable to perform on the contract, Owner has the right to execute the contract with one of the backup bidders.

4. Project Completion Time: Can we extend the completion time for this project?

You need to bid this job with the dates provided which is the same as the other contractors bidding on this project. The client may agree to extend the construction time, once a successful bid is procured, but you cannot count on that. There are allowances made for inclement weather.

5. Workmanship Warranty: Is a 10-year workmanship warranty required, or can we provide a 5-year workmanship warranty? A 10-year workmanship warranty is required to qualify for this project. Because the roof system is a minimum 20-year NDL the manufacturer will typically cover workmanship after the first 2 years.

However, that is only on materials provide by that manufacturer and does not include certain flashings, dome strainers, etc. That is why it is important to have the full 10-year workmanship warranty.

6. Performance Bond and Warranty Period: Is our surety (insurance carrier) required to bond the entire warranty 10-yr period? No, the performance bond period begins with the job start and extends for 2 years after final completion of the project. A separate agreement can be made available to the successful bidder if they have a surety that requires clarification that they are not covering the entire warranty period with the performance bond.

7. What does the Performance Bond Cover? The performance bond is to cover all workmanship and materials as stated in the Contract Documents and includes the contract amount plus all Alternates along with any change orders and additions.

That is why an agreed rate is required with the Bid Agreement.

8. Will a Surety with a Performance Rating less than A+ Superior be accepted? If your company is bidding this project and guaranteeing the Performance Bond with a surety that has an A rating instead of an A+ Superior rating, your bid will be accepted. However if there is a competitive bid from a contractor with an A+ surety backing their performance bond, they may be given preference. The rating of the bond company will be part of the overall consideration.

9. Accepted Membranes: What are the accepted roof membranes and roof systems for this project? The accepted roof systems are as listed in the Project Manual and Bid Packet. That includes 60-mil PVC adhered membrane or 80-mil fleece back (135 mil overall) adhered membrane from the following manufacturers:

IB Roof Systems, Carlisle, and Versico with preference in that order. Alternate membranes may be considered by Owner based on evaluation and input from Consultant as stated in the project Manual and Bid Packet. To date Sarnafil and Siplast PVS membranes have been added as alternates.

10. Five Small Roofs on East Side: Are the smaller roofs on the east side of the building included? Yes, the five lower roofs on the east side of the building are included and have been added to the roof diagram and scope of work.

11. Transition to Metal Roof: How do you handle the transition with the existing contractor warranty? As stated at the bid conference, the contractor that installed the metal roofs will be notified and afforded the opportunity to detach and reset the standing seam metal panels or be present to observe. If they don’t show, that will be on them. The warranty on the low slope roof will extend to include the membrane installed under those panels but not the metal roof panels themselves. Youri company must be versed in installing standing seam metal to properly install this transition.

12. Vapor Retarder: What is a Class 2 vapor retarder, is it required, and what is acceptable? A class 2 vapor retarder has a perm rating of 0.1 to 1.0. It prevents air borne moisture from getting into the roof system from inside the building while allowing for trapped moisture above the roof deck to pass through under hydrostatic pressure. It is an important component for metal roof decks and is required for this project. Three different options have been included for vapor retarders, if you wish to quote a different product is must meet the specifications and be approved as an alternate.

13. Gas & Electrical Lines: Will electrical and gas lines need to be reset since the new roof height will be close to the same? The electrical lines are close to the curbs and you should be able to work around them. The gas lines will remain in the same location. If they are properly supported and protected during tear off and replacement of the roof they can stay in place. If you need to detach and rest any electrical or gas lines you are responsible to obtain a qualified and licensed electrician and/or mechanical contractor to complete this work.

14. Induction Welded Membrane: Is an induction welded membrane an acceptable alternate? You will need to bid the adhered membrane as specified in the bid documents. However, you can add an additional alternate price for an induction welded membrane as an accepted alternate that meets the specified manufacturer and wind uplift requirements. Your bid will be evaluated based on the specified adhered membrane the same as all other bidders.
