About this opportunity

The Commonwealth of Massachusetts, Office of the Trial Court, is requesting bids for boiler replacement services at the Roderick Ireland Courthouse in Springfield, with bids due October 7, 2026 at 12:00 PM and a pre-bid walkthrough on September 23, 2026 at 10:00 AM. The scope is replacement of Boiler Number 2 with an Aerco Benchmark 2000 boiler or equivalent model (2,000,000 BTU, natural gas-fired, hot water) that is compatible with the existing proprietary Aerco Boiler Sequencer (GM-122783 J, SN 382204).

The replacement boiler must integrate with existing Aerco controls and include all necessary connections (water, ventilation, gas, electrical), breakdown and removal of the existing heat exchanger, programming and commissioning with a combustion test report, and an Aerco factory representative for startup. The contractor must guarantee completion by December 31, 2026 and provide a one-year warranty. Proposals must include itemized labor and materials cost breakdowns, work schedule with material lead times, identification of overtime premiums for off-hours work, and all permits, rigging, and transportation costs.

This is a prevailing wage project under Massachusetts law; contractors must comply with established wage rates (ranging from approximately $27.74 to $151.53 per hour by trade classification) and submit certified weekly payroll reports. All workers must complete OSHA-approved ten-hour construction safety training before work begins. Bidders must submit a 5% bid deposit, and the awarded contractor must furnish a payment bond equal to the contract price from a surety qualified in Massachusetts, proof of insurance, CORI checks, and current licenses and certifications for all personnel. Commonwealth Terms and Conditions apply, including termination without cause at the state's discretion, a forty-five-day payment period, and six-year record retention. Bids are submitted through COMMBUYS, the Commonwealth's electronic procurement platform. Contact David Paye at 781-379-6403 or Brian Leibinger at 413-302-4136 for questions.
