About this opportunity
The State of Michigan Department of Technology, Management and Budget issued a Request for Proposal (RFP No. 180000002508) for asphalt patching and sealing equipment, posted on May 11, 2018, with a proposal submission deadline of May 31, 2018 at 3:00 p.m. Eastern Time and an anticipated contract begin date of July 31, 2018. The procurement seeks bids for three primary equipment items: Roadway Spray Injection Patch Trailers (reference model: Durapatcher P2, with acceptable alternatives from Crafco, Schwarze, and KM International), Heated Asphalt Crack Sealer Trailers (reference model: Crafco 47600SC100 E-Z Series II), and Roadway Asphalt Recycler Trailers (reference model: KM International KM T-2), with bidders allowed to propose equipment for purchase, rental, or lease arrangements. All equipment must be the latest model in current production, fully assembled, built in accordance with U.S. Government, ANSI, Federal, and Michigan OSHA/MIOSHA standards, and delivered within 120 calendar days for special orders or 30 days for in-stock items to all 13 Michigan Prosperity Regions. Bidders must be licensed manufacturer-authorized distributors or manufacturers and must provide published catalog pricing, comprehensive orientation training at delivery, optional eight-hour mechanics and operators training for up to eight employees at each location, one-year warranties on parts and labor, dedicated Product Representatives available during business hours, and on-site service within 36 hours if needed. Technical proposals will be evaluated on a 100-point scale based on warranties and service levels (20 points), general requirements (15 points), company information and experience (25 points), and resources and capacity to serve the entire State (40 points), with only proposals scoring 80 or more points advancing to pricing evaluation. Vendor questions must be submitted in writing by May 21, 2018 at 3:00 p.m. Eastern Time, with answers posted by May 24, 2018 at 5:00 p.m. Eastern Time, and proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats with pricing submitted separately. The State reserves the right to conduct on-site facility visits, oral presentations, interviews, reference checks, and background checks during evaluation.
The RFP permits qualified disabled veteran-owned businesses to compete and considers total cost of ownership, economic impact to Michigan, and prior performance during award decision-making, though the State is not obligated to accept the lowest price. Bidder proposals are irrevocable and binding for 180 calendar days from submission, and contractors may submit proposed exceptions to standard contract terms with track-changes documentation. All pricing must be firm-fixed for 365-day periods with adjustments allowed only upon written request with documented cost justification, and contractors must provide rental and lease pricing at daily, weekly, and monthly intervals with applicable discounts. The contract operates under the State of Michigan's standard contract terms, with an effective date of August 1, 2018, expiring July 31, 2022, with options for renewal for up to two additional one-year periods at the State's sole discretion, and the contractor must maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence and $5,000,000 Umbrella/Excess Liability. The contract is extended to MiDEAL members, including local units of government, school districts, universities, community colleges, and nonprofit hospitals, and contractors must pay a 2% administrative fee on all payments and submit quarterly itemized purchasing activity reports. No specific award value or budget range is disclosed in the procurement documents; however, any contract exceeding $500,000 will require State Administrative Board approval.
