About this opportunity
The State of Utah Division of Purchasing is requesting proposals for bulk road salt under an RFP that may result in multiple awards, with proposals due July 15, 2026. The procurement is structured as a cooperative contract with a five-year term; vendors must guarantee pricing for a minimum of one year.
Multiple awards will be made to vendors meeting both a technical score threshold of 455 points (out of 700) and an overall total score threshold. Technical evaluation is weighted as follows: Experience and Capability (150 points, 21.4%), Ordering and Delivery (200 points, 28.6%), Quality Control (200 points, 28.6%), and Customer Service (150 points, 21.4%). Cost comprises 300 of 1,000 total evaluation points, scored proportionally based on lowest-price submission. Vendors must demonstrate production capacity of at least 1,000 tons per month of mined or harvested salt ready for sale, provide detailed ordering and delivery timelines that may vary by season and order size, submit comprehensive quality control plans with testing intervals and corrective action procedures, and describe customer service processes including guaranteed response times.
Road salt products must comply with the Clear Roads Qualified Product List (QPL) standards, which establish specifications for corrosion rates, effectiveness percentages, moisture content, insoluble material limits, harmful constituent limits (phosphorus, cyanide, arsenic, cadmium, lead, mercury), and ingredient concentrations. QPL listings expire five years from approval; manufacturers must confirm continued production and unchanged formulation to maintain qualification.
Proposals must be submitted electronically through the State's U3P system. Vendors must submit cost proposals separately from technical responses and are prohibited from including pricing in technical submissions; failure to do so renders the response non-responsive. All pricing is public information unless accompanied by a claim of business confidentiality supported by appropriate documentation. The awarded contract carries a 0.75% administrative fee on net sales, payable quarterly. Delivery is F.O.B. Destination Freight Prepaid and Allowed. Eligible users include State of Utah departments, political subdivisions, institutions, agencies, and authorized nonprofit and federal entities.
