About this file
This is a Technical Criteria Attachment document for the State of Utah Division of Purchasing's Road Salt Request for Proposal (RFP). The procurement seeks to enter into a contract to provide bulk road salt, with the potential for multiple awards based on vendor performance. The contract term is five years, with vendors required to guarantee pricing for a minimum of one year. The RFP evaluation process establishes a maximum of 700 technical points, with a minimum threshold of 455 points required for vendors to advance to the cost evaluation stage.
The technical evaluation criteria are organized into four sections: Experience and Capability (150 points), Ordering and Delivery (200 points), Quality Control (200 points), and Customer Service (150 points). Vendors must demonstrate a production capacity of at least 1,000 tons per month of mined or harvested salt ready for sale, provide detailed ordering and delivery timelines that may vary by season and order size, submit comprehensive quality control plans with testing intervals and corrective action procedures, and describe customer service processes including guaranteed response times and support resources. All proposals will be evaluated equally regardless of prior State of Utah contract history. An administrative fee of 0.75% applies to this procurement. Vendors must submit clear and concise responses to evaluation questions, avoiding unsolicited promotional materials, executive summaries, and pricing information in their technical proposals.

Technical Criteria Attachment D DL26-8: Road Salt
PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.
EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.
Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the cost evaluation stage: 455
VENDOR INSTRUCTIONS:
1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this form may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.
2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.
3. Do not include any pricing information in any response to these questions.
4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
