About this opportunity

The Rhode Island Army National Guard is requesting quotations for HVAC maintenance and repair services at Camp Fogarty in East Greenwich and the Army Aviation Support Facility in North Kingstown, with proposals due September 17, 2026. A 15% minority business enterprise participation requirement applies under Rhode Island law.

The scope encompasses preventive maintenance, repair, replacement, and calibration of gas-fired boilers, radiant tube heaters, electric heaters, heat exchangers, hot water systems, boiler pumps and VFDs, VRF systems, AHUs, RTUs, FCUs, MAUs, ERVs, chillers, cabinet heaters, ductwork, and thermostatically controlled devices across four facility locations. The contractor must interface with, program, adjust, and calibrate Building Management Systems (BMS) controls from Johnson Controls, Siemens, York, and Meridan platforms. Equipment inventory includes units from manufacturers such as Cleaver-Brooks, Viessmann, Trane, York, Sterling, Qmark, McQuay, Mitsubishi, and Greenheck. The preventive maintenance schedule requires quarterly, semi-annual, and annual services with spring and summer transition periods concluding by May 15 and October 20 respectively. Service response mandates include one-hour acknowledgment of all calls and four-hour physical response for routine calls or two hours for emergencies.

The contract term is three years beginning approximately October 1, 2026, with options to renew for two additional 12-month periods. Pricing is structured as a base three-year bid plus separate option-year line items. All work must be performed by Rhode Island licensed mechanical trade contractors; vendor staff must provide current trade license numbers at bid submission. Prevailing wage requirements under Rhode Island General Laws 37-13-1 et seq. apply. Materials and parts are billed at wholesale cost plus an annotated markup, with purchases exceeding $2,500 requiring prior written Change Order approval. Labor rates cover HVAC technicians, controls technicians, programmers, plumbers, pipefitters, electricians, laborers, duct cleaners, sheet metal workers, and insulators, with separate rates for overtime and emergency work. The completed Appendix B bid sheet is a required attachment; failure to include it renders the bid non-responsive. Questions are due September 3, 2026. Required insurance includes general liability of $1,000,000 per occurrence and aggregate, workers' compensation of $100,000 per accident and disease, and automobile liability of $1,000,000 combined single limit. A 0.33% contract administrative fee will be withheld from all invoices. Vendors must register in the Ocean State Procures (OSP) system prior to submission.
