About this opportunity
The State of Rhode Island Division of Purchases is soliciting qualified vendors through an Open Enrollment Master Price Agreement (MPA 136 FY26) to provide comprehensive HVAC maintenance, repair, and installation services statewide. The procurement seeks vendors capable of delivering a full spectrum of heating, ventilating, and air conditioning system services, including routine and preventative maintenance, emergency repairs, equipment replacement, and work on various equipment types such as chillers, boilers, air handlers, cooling towers, and related control systems from manufacturers including Carrier, Trane, and Johnson Controls. Qualified vendors must hold current valid licensing from the Rhode Island Department of Labor and Training in one of the following categories: Master Mechanical Contractor (MMA), Contractor Master (CM), Pipefitter Master Class I Unlimited (PM1), or Refrigeration Master Class I Unlimited (RM1), with EPA-certified technicians required for CFC refrigerant handling. Service and repair work will be performed on a time and material basis with hourly rates applicable to on-site work during normal business hours for non-emergency services, while emergency services require a two-hour response time with a minimum of two technicians available 24 hours daily, seven days per week. Evaluation is conducted on a pass/fail basis with licensing as the primary qualification criterion. Initial proposals must be received by April 14, 2026, with the new contract commencing May 1, 2026; future vendor submissions received after the initial contract award will be evaluated on a quarterly basis. Vendor questions are accepted through March 26, 2026, at 1:15 PM EDT.
This procurement includes mandatory Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran-Owned Business Enterprise (VBE) participation requirements, with prime contractors obligated to ensure that these entities receive a minimum of 15 percent of the dollar value of the entire procurement as mandated by Rhode Island General Laws 37-14.1. Vendors must complete and submit an MBE Participation Acknowledgment Form with their proposals and maintain executed subcontractor agreements submitted to the MBE Compliance Office, along with monthly verification reports of payments to MBE subcontractors. Required insurance coverage includes general liability of $1,000,000 per occurrence, workers compensation of $100,000 each accident, and automobile liability of $1,000,000 each occurrence. The State will assess a contract administrative fee of 0.33 percent of the total annual contract value effective January 1, 2026. The contract term is three years from purchase order issuance, with the possibility of renewal for up to two additional 12-month periods contingent upon vendor performance and availability of funds. No specific estimated total contract value is identified in the solicitation, and there is no guarantee of purchasing activity to any vendor included on the qualified list, as pricing for individual projects will be determined through separate quote requests issued by agencies to qualified vendors.
