About this opportunity
The Washington State Department of Corrections (DOC) is issuing a Request for Quotes and Qualifications (RFQQ) to solicit bids from vendors interested in providing air transportation services for offenders who do not qualify for escorted transportation on public carriers. The contract will be for an initial one-year term, with the possibility of up to six one-year extensions. The DOC expects an annual flight volume of approximately 10 flights, with a minimum of seven days' advanced notice given to the contractor. Bidders must be licensed to do business in Washington, able to provide licensed pilots, and use aircraft that are inspected and approved by FAA certified mechanics. Pilots must have a minimum of 1,000 flight hours. Bids are due by July 17, 2024, and the apparent successful bidder is expected to be announced on August 2, 2024.
The DOC encourages and supports the participation of small and diverse businesses, including minority-owned, woman-owned, veteran-owned, and Washington small businesses, and has established voluntary subcontractor goals of 5% each for these categories. While the goals are voluntary, the DOC encourages bidders to demonstrate a genuine effort to engage and reduce barriers to participation. The total budget for this contract opportunity is $250,000. The DOC does not have a target price or hourly rate, and is instead looking for cost-effective options that provide the best overall value.
