About this file

This document is an RFQQ (Request for Quotes and Qualifications) issued by the Washington State Department of Corrections (DOC) to solicit bids for air transportation services for offenders who do not qualify for escorted transportation on public carriers. The key details include an annual flight volume of approximately 18-20 flights, with a maximum of two offenders per flight accompanied by two DOC officers and potentially a DOC supervisor. The DOC will be responsible for the security of each flight. The RFQQ does not have a target price or hourly rate, and the agency is looking for overall cost-effective options that meet the requirements and provide the best value.

Regarding pricing, the DOC is a state agency, and they are aiming to conserve state resources, so they are interested in cost-effective options. The RFQQ does not mention any set-asides, incumbents, or specific funding requirements and sources.

RFQQ K13457 Air Transportation Services Answers to Questions Raised by Potential Bidders

July 8, 2024

Question 1: What was the annual flight volume in the past?

Answer 1: The latest annual flight volume was about 18 to 20 flights.

Question 2: Who is going to provide security for each flight?

Answer 2: DOC personnel will be responsible for security for each flight.

Question 3: Why is there is an aircraft capacity requirement of seven passengers?

Answer 3: We plan to have a maximum of two offenders on each flight. Each offender must be accompanied by two DOC officers. We would like to allow for a DOC Supervisor to fly with the team on an as needed basis. That pushes total expected passenger capacity to approximately seven (two offenders, four officers and one supervisor). Of course, there may be less than seven passengers at a given flight.

Question 4: We have some long range aircraft in our fleet. They can minimize the stop for refueling but may be more expensive to operate. What do you think?

Answer 4: As a state agency, we are looking for overall more cost effective options so we can try our best to conserve state resources. Please consider all factors and submit your best bid.

Question 5: Do you have a target price/hourly rate?

Question 5: No, we don’t. We are looking for bids that will meet the RFQQ requirements and provide total best value.
