About this file
This document is the Subcontractor Inclusion Plan from the Washington State Department of Corrections (DOC) for a competitive solicitation for air transportation services. The DOC encourages and supports small and diverse businesses to participate in state procurements, and has established voluntary subcontractor goals of 5% each for minority-owned, woman-owned, veteran-owned, and Washington small businesses. Bidders who intend to use subcontractors must complete the Subcontractor Inclusion Plan, which includes an anticipated list of small/diverse subcontractors and a description of the bidder's efforts to engage and reduce barriers to participation. While the goals are voluntary, DOC encourages proactive engagement with small/diverse businesses. Through contract performance, DOC may review the bidder's compliance with the Subcontractor Inclusion Plan for a genuine effort to contribute to the DOC's aspirational goals.
The related state and local contract opportunity is for the DOC to solicit bids from vendors interested in providing air transportation services for offenders who do not qualify for escorted transportation on public carriers. The contract is open to bidders across the state of Washington, with King County and Kingston CDP identified as the primary jurisdictions involved.
