About this opportunity
The DeKalb Regional Land Bank Authority (DRLBA), a public authority established through an intergovernmental agreement between DeKalb County Government and the City of Lithonia, is requesting Statements of Qualifications from builders, developers, and development teams to participate in redevelopment and construction of residential and community-serving projects on DRLBA-acquired properties, with qualifications due June 29, 2026.
This RFQC establishes a pre-qualified vendor pool rather than funding a single project. DRLBA will select partners from the qualified pool for specific redevelopment opportunities as they arise. Both for-profit and nonprofit organizations, including Community Housing Development Organizations (CHDOs), are eligible.
The scope spans affordable single-family housing, workforce housing, rehabilitation of existing residential structures, mixed-use development, and neighborhood-scale commercial or community facilities on vacant, abandoned, and tax-delinquent properties within DeKalb County. Evaluation criteria include organizational experience, financial capacity, past performance, team qualifications, and demonstrated commitment to affordable housing and community development goals.
Funding for individual projects undertaken through this pool will derive from various sources — public funding, grants, and private investment — with specific amounts and sources determined on a project-by-project basis as DRLBA identifies and pursues redevelopment opportunities.
