About this opportunity
The City of Newark, New Jersey, is conducting a Request for Qualifications (RFQ) for Worker's Compensation Counsel Services, seeking to establish a pool of attorneys to provide legal services on an as-needed basis within Essex County. The RFQ, released on October 21, 2025, with responses due by 10:15 am on October 31, 2025, aims to select one or more legal professionals to handle worker's compensation cases during a one-year contract term from January 1, 2026, to December 31, 2026. Selected counsel will be responsible for comprehensive legal representation, including preparing pleadings, motions, discovery documents, attending depositions and settlement conferences, and participating in trials. The evaluation criteria will consider factors such as experience, reputation, knowledge of the Law Department, availability, government experience, potential local office presence, utilization of local contractors, and commitment to diversity. The compensation structure includes a blended rate of $175.00 per hour for barred attorneys and $75.00 per hour for non-barred attorneys, paralegals, and law clerks, with additional expenses for copying, travel, and postage to be billed separately under negotiated terms.
The procurement opportunity is open to all qualified legal professionals and firms, with no specific set-aside designations mentioned in the documentation. Respondents must complete and submit various mandatory forms, including the Federal Debarment Form, Vendor Required Forms, Disclosure of Prohibited Activities in Russia and Belarus, Disclosure of Iran Investments, and a combined Russia-Belarus and Iran Certification. These forms require detailed disclosures about business ownership, political contributions, compliance with non-discrimination policies, and verification of non-involvement in prohibited international activities. While the specific budget range is not explicitly stated, the contract will be awarded based on an hourly rate with a not-to-exceed amount to be determined by the governing body. Potential contractors must demonstrate proven experience in New Jersey state and federal courts and be prepared to submit quarterly Key Performance Indicator (KPI) metrics tracking assigned matters, resolutions, and funds spent. Electronic submissions through the City's e-Procurement Portal are the only acceptable method of proposal delivery, with strict adherence to the specified deadline.
