About this opportunity
The Washington State Department of Enterprise Services, on behalf of the Washington State Criminal Justice Training Commission (WSCJTC), is soliciting predesign architectural services for a new 54,761 gross square foot indoor firing range facility at the WSCJTC campus in Burien, King County, Washington. This is a Request for Qualifications (RFQ) utilizing a two-phase selection process for architect-engineer services. The proposed facility will feature a 30-lane, 180-degree dynamic firing range with 50-yard depth, integrated with instructional classrooms, administrative offices, armory and weapons storage, ammunition storage, gun cleaning facilities, and support spaces to serve law enforcement, corrections, and public safety professionals. Qualified firms must demonstrate relevant experience with Washington State Office of Financial Management predesigns, firing range facilities, campus development, ADA code compliance, multi-phased state agency construction, the state capital budget process, life-cycle cost analysis, and sustainable design targeting LEED Silver certification or better. Phase 1 evaluation of Statements of Qualifications will be scored on a 100-point basis with weighted criteria: Qualifications of Key Personnel (20 points), Relevant Experience (40 points), Past Performance (30 points), Life Cycle Cost Analysis Experience (5 points), and Sustainable Design Experience (5 points); Phase 2 will feature oral interviews for top-ranked firms scored on Organization and Management Plan (20 points), Project Management (20 points), Project Approach (25 points), Experience (25 points), Life Cycle Cost Analysis Experience (5 points), and Sustainable Design and Net Zero Experience (5 points). Key dates include a mandatory informational meeting and site tour on February 19, 2026, at 2:00 PM Pacific Time with a virtual Zoom option; Statements of Qualifications due February 26, 2026, at 2:00 PM PT through the DES Euna Procurement portal; short-listed firms notified the week of March 9, 2026; oral interviews scheduled for the week of March 23, 2026; firm selection completion the week of March 23, 2026; and agreement execution scheduled for April 2026.
This procurement includes mandatory Diverse Business Inclusion Plan submission requirements for Phase 2 participants, with aspirational participation goals of 10% Minority-Owned Businesses (certified by the Washington State Office of Minority and Women Business Enterprises), 6% Women-Owned Businesses, 5% Veteran-Owned Businesses (certified by the Washington State Department of Veterans Affairs), and 5% Washington Small Businesses (self-identified in the Washington Electronic Business Solution registry). Participation in these diverse business categories is voluntary with no minimum participation requirements or penalties for failing to meet stated targets, and proposals will not be rejected based on diversity levels unless a zero goal is submitted. All consultants must register in the DES Euna Procurement portal and are encouraged to register in Washington's Electronic Business Solution. The project is located at the WSCJTC Burien facility at 19010 1st Avenue S, Burien, WA 98148, and bidders should reference the campus map provided for site context and facility orientation. The preliminary Maximum Allowable Construction Cost (MACC) for the overall project is approximately $50,000,000, with this RFQ Phase 1 focusing on predesign services; design and construction funding is expected to be requested in the 2027-2029 biennium capital budget, with total project cost estimated at $64,683,368 base or $71,595,366 escalated to current dollars, including construction contingency, equipment, artwork, and applicable sales tax.
