Description of Facility

The Washington State Criminal Justice Training Commission (WSCJTC) main campus is located at 19010 1st Ave. S, Burien, WA 98148 and serves as the state’s primary training center for law enforcement, corrections, and public safety professionals. The campus supports the basic and advanced training needs of peace officers, corrections officers, and other criminal justice personnel from across Washington State. It functions as a comprehensive instructional environment combining academic education, applied skills training, and scenario-based learning.

The campus is comprised of a mix of instructional, administrative, residential, and training facilities designed to support both short-term and extended training programs. These facilities typically include classrooms, lecture halls, administrative offices, student housing, dining facilities, physical training areas, defensive tactics spaces, driving and skills training areas, and specialized simulation environments.

Together, these components create an integrated campus that allows students to progress through classroom instruction and hands-on training within a controlled and secure setting.

Within the broader WSCJTC campus, the indoor firing range facility serves as a critical component of the Commission’s firearms and weapons training program. The firing range is intended to support foundational and advanced firearms instruction for recruits and in-service personnel, enabling year-round training that is independent of weather conditions and daylight limitations.

The new indoor firing range facility will be purpose-built to integrate seamlessly with existing campus training functions while operating as a secure, controlled-access environment. The facility will house a 30-lane, 180-degree dynamic firing range with a 50-yard depth, allowing for a wide range of training scenarios, including static qualification, movement-based drills, and tactical exercises. The range will be supported by dedicated control booths, weapons handling areas, armory and ammunition storage, gun cleaning facilities, and target storage, all arranged to promote safe weapon handling and efficient operational flow. As part of the larger campus ecosystem, the firing range will support WSCJTC’s mission by providing a modern, safe, and adaptable environment for firearms training that aligns with current law enforcement standards and future training needs.

Scope of Work

This Request for Qualifications is for the purpose of selecting an Architect for Predesign Services for the WSCJTC Firing Range located at the main WSCJTC campus. This scope of work includes predesign services only, but the state reserves the right to continue with the consultant selected or has the option to conduct a new consultant selection process for future services for this project beyond those services advertised above. If the project delivery method is Design-Build then a new selection will be conducted, after the predesign, in accordance with DES policy.

The WSCJTC proposes the new construction of a dedicated indoor weapons training facility designed to support modern law enforcement firearms instruction. The project will deliver a fully enclosed, high-performance indoor firing range facility centered on a 30-lane, 180-degree dynamic firing range with a firing distance of 50 yards. The facility will be designed to meet current training needs, safety standards, and regulatory requirements while providing flexibility for future operational demands.

The total building size is anticipated to be approximately 54,761 gross square feet, derived from a programmed net area of approximately 39,682 square feet, supplemented by circulation and building grossing factors consistent with industry standards. The facility will integrate live-fire training spaces with instructional, administrative, armory, and support functions in a secure and efficient layout.

At the core of the facility will be the 30-lane dynamic firing range, encompassing approximately 33,000 net square feet. The range will support 180-degree firing capability and accommodate both handgun and rifle training, subject to WSCJTC operational requirements. The range will be constructed with ballistic-rated walls, ceiling, and floor systems, overhead baffles, and bullet containment systems designed to safely manage repeated live-fire use. Acoustic treatments will be incorporated to control impulse noise and reverberation, and lighting systems will be designed to eliminate glare and shadows at the firing line while supporting a range of training scenarios.

Supporting the range will be four range master control booths, strategically positioned to provide visual oversight and electronic control of firing lanes and target systems. Target storage rooms will be provided in proximity to the range for efficient setup and breakdown of training exercises. Dedicated gun loading stations will be located outside the firing line to ensure safe weapon preparation and handling prior to entry into the range.

The facility will include two firearms training classrooms totaling approximately 3,000 square feet to support classroom instruction, briefings, and post-training review. Two counseling rooms will be provided to accommodate confidential discussions, student support, or post-incident debriefings. A service desk area will serve as the primary point of contact for range operations and administrative support.

Armory and weapons support functions will include secure gun storage, a dedicated carbine armory, an armory workbench, ammunition storage, and a gun cleaning room equipped to safely manage firearms maintenance and cleaning operations. A washer and dryer will be provided to support cleaning of range-related clothing and equipment. General storage and range records storage areas will support operational needs and secure document retention.

Mechanical, electrical, and plumbing systems will be designed specifically for the operational demands of an indoor firing range. The mechanical system will include a high-capacity, dedicated ventilation system designed to meet or exceed OSHA, NIOSH, and EPA requirements for lead and airborne particulate control. Airflow will be designed to move consistently from the firing line toward the bullet traps, with 100 percent exhaust in range areas. HVAC zoning will separate range, classroom, armory, and support spaces to ensure proper environmental control and energy efficiency.

Electrical systems will support specialized range equipment, target retrieval systems, lighting, security systems, and life-safety systems. Lighting will be designed to support training, inspection, and low-light scenarios. Plumbing systems will support gun cleaning operations, laundry facilities, restrooms, and janitorial functions, with appropriate waste management systems as required.

Safety and security are integral to the project scope. The facility will incorporate controlled access systems, secure separation of public, staff, and weapons areas, and locking systems for all firearms and ammunition storage spaces. Video surveillance and alarm systems will be provided to monitor critical areas, including firing lanes, control booths, and armory spaces. Fire protection systems will be designed in accordance with applicable codes and standards, with consideration for the specialized hazards associated with ammunition and range operations.

Site work associated with the project, as required, will include utility connections, site access improvements, parking, exterior lighting, and stormwater management consistent with local and state regulations.

The project will be designed and constructed in compliance with all applicable federal, state, and local codes and standards, including the International Building Code, Washington State Building Code, ADA accessibility requirements, NFPA standards, NIOSH standards, and applicable occupational health and environmental regulations. Upon completion, the project will include commissioning of all building systems and range equipment, final inspections, staff training, and delivery of as-built documentation and operations and maintenance manuals.

The preliminary Maximum Allowable Construction Cost (MACC) for this project is approx. $50,000,000.

This Project received funding for Pre-Design in the 2026 Supplemental Budget. WSCJTC will submit a funding request for Design and Construction in the 2027-2029 biennium capital budget.

Project Goals

• Ensure full compliance with federal, state, and local safety regulations: Establish design, construction, and operational standards that meet or exceed all governing requirements for indoor ballistic facilities. Design, Construction, and Operations must meet stringent requirements as specified through the National Institute for Occupational Safety and Health

(NIOSH).

• Deliver WSCJTC program space requirements with a purpose-built, controlled, acoustically managed shooting environment that meets specifications as outlined in documentation: Incorporate environmental airflow systems and sound-attenuation materials with engineering to reduce particulate and noise exposure for shooters and staff.

• Implement advanced ballistic containment and ventilation systems: Use high-performance backstops, bullet traps, and air-handling systems to maintain safety and air quality throughout the facility. Specificity related to range operations requires that the indoor firing range must provide 30-lanes with 50 yards in depth and 180-degree field of fire capability in a safe and controlled environment.

• Deliver consistent, high-quality shooter experience across all 30 lanes: Standardize lighting, target carriers, lane spacing, and equipment to ensure uniform performance and accessibility.

• Support training, qualification, and recertification shooting needs: Design the range to accommodate civilian, law-enforcement, and professional training programs with flexible lane configurations.

• Optimize operational efficiency and maintenance workflows: Integrate durable materials, modular components, and service-friendly systems to reduce downtime and long-term costs.

• Enhance customer comfort and facility usability: Include climate control, clear signage, ADA-compliant access, and user-friendly interfaces for targets and lane controls. This space must incorporate space for classroom instruction, arms rooms, weapons maintenance areas, office space for staff, and weapons cleaning areas. See WSCJTC Program Space documentation for a more detailed program space requirement as outlined in the above Scope of Work.

• Incorporate scalable technology and future-ready infrastructure: Plan for upgrades such as smart target systems, environmental controls, ballistic analytics, or simulation-based training modules.

Submitting firms should have a strong background in State of Washington OFM Predesigns, firing ranges, facilities and campus development, and AHJ code requirements. Evaluation and Scoring Considerations

In evaluating each of the criteria, the Selection Committee will identify significant and minor strengths and weaknesses from the submissions. The Selection Committee will then use the following guidelines to evaluate the submissions for each Selection Criterion, based on the weighting assigned in the RFQ and any addenda. After initial scoring, the selection team will come to a consensus ranking of the Firms.

1. Definition of “strength” and “weakness”:

https://www.des.wa.gov/services/contracting-purchasing/doing-business-state/webs-registration-search-tips https://www.des.wa.gov/services/contracting-purchasing/doing-business-state/webs-registration-search-tips http://www.omwbe.wa.gov/ mailto:sarah.erdmann@des.wa.gov http://www.dva.wa.gov/

a. The term “strength” ultimately represents a benefit to the Project and is expected to increase the Firm’s ability to meet or exceed the Project Goals. A minor strength has a slight positive influence, and a significant strength has a considerable positive influence on the Firm’s ability to exceed the Project Goals.

b. The term “weakness” detracts from the Firm’s ability to meet the Project Goals and may result in inefficient or ineffective performance. A minor weakness has a slight negative influence, and a significant weakness has a considerable negative influence on the Firm’s ability to exceed the Project Goals.

2. Scoring:

a. Excellent (81-100 percent of points available): The Evaluative Criteria demonstrates an approach that is considered to exceed the Project Goals and the RFQ requirements and provide a consistently outstanding level of quality. To be considered Excellent, it must be determined to have significant strengths and/or a number of minor strengths and few or no appreciable weaknesses.

b. Good (61-80 percent of available points): The Evaluative Criteria demonstrates an approach that is considered to meet the RFQ in a beneficial way (providing advantages, benefits, or added value to the Project) and offers quality. To be considered Good, it must be determined to have strengths and few, if any, significant weaknesses. Minor weaknesses are offset by strengths.

c. Fair (41-60 percent of available points): The Evaluative Criteria demonstrates an approach that contains minor and/or significant weaknesses and limited appreciable strengths.

d. Deficient (0-40 percent of available points): The Evaluative Criteria demonstrates an approach that contains significant weaknesses and no appreciable strengths.

e. Non-Responsive: Does not meet the Minimum Qualifications required for evaluation. In addition, the Owner, at its sole discretion, may reject any Evaluative Criteria deemed non-responsive to any of the requirements.
