About this opportunity
Virginia Commonwealth University Procurement Services is requesting qualifications for Construction Manager at Risk services for the East Marshall Street Well Project Memorial Burial Interment, with responses due October 23, 2026 at 11:00 a.m. EST. VCU has established a target goal of at least 50 percent subcontracting to Small Business and Supplier Diversity (SBSD) certified businesses; short-listed firms must include a minimum of one DSBSD-Certified Business that meets minimum requirements.
The scope is CM at Risk delivery for a 2,700-square-foot burial interment chamber on VCU's University Medical Center Campus in Richmond, Virginia. The project involves reburial of human remains and artifacts discovered in an abandoned well on campus and returned from the Smithsonian Institution in 2019. Construction is anticipated to begin in August 2027 and reach substantial completion by April 2028. The anticipated construction budget is $1,900,000.
Offerors must submit the VCU HECO-16 Contractor's Statement of Qualifications form documenting minimum three representative projects from the past ten years demonstrating relevant experience and proven performance on comparable projects of similar complexity and size. At least three of those projects must use the CM at Risk delivery method. The HECO-16 Crosswalk requires identification of minimum key personnel — Project Manager, Superintendent, and Preconstruction Services Manager — with detailed resumes and documentation of their participation in at least three relevant projects. Offerors must also demonstrate bonding capacity equal to or greater than the estimated construction cost from a Treasury Federal Register Circular 570-listed surety licensed in Virginia. Submissions require an introduction letter (one page maximum), HECO-16 forms and attachments, and acknowledgment of any addenda; proprietary information must be marked and redacted separately.
The evaluation committee will select three to five most-qualified firms to proceed to the Request for Proposals (RFP) phase, with selections anticipated between October 26 and November 5, 2026. The question deadline is October 2, 2026 at 5:00 p.m. EST. Submissions must be delivered electronically through Smartsheet; hard copies and hand deliveries are not accepted. Prior VCU or Virginia Department of General Services experience is not a prerequisite for evaluation.
