About this file

This file is a VCU HECO-16 Crosswalk of Firm and Key Personnel Experience form submitted in response to RFQ 2026-03261 for CM at Risk Services for the East Marshall Street Well Project Memorial Burial Interment in Virginia. The form serves as a structured template designed to document a firm's relevant project experience and demonstrate how key personnel qualifications align with the proposed project requirements. The RFQ seeks to identify qualified offerors through evaluation of their experience and proven performance on similar projects, with the most qualified firms to be invited to proceed to the Request for Proposals (RFP) phase of the CM at Risk process. The form requires submission of a minimum of three representative projects that best demonstrate the firm's relevant qualifications, with emphasis on CM at Risk delivery method projects. The template requests comprehensive project data including firm role, delivery method, pre-construction services, project size, similarity to the proposed work, schedule performance, cost data, and change order information.

The Key Personnel Experience section of the form requires identification of minimum critical personnel including a Project Manager, Superintendent, and Preconstruction Services Manager for CM at Risk projects, along with their anticipated months of participation and percentage time commitment to the proposed project. Each key personnel member must document their most relevant projects (minimum of three), with at least three projects being CM at Risk delivery method. The form utilizes a crosswalk methodology to link key personnel experience on the firm's representative projects with their proposed roles on the current project, demonstrating continuity and depth of relevant experience. The template includes provisions for documenting project delivery methods, project sizes, schedule performance metrics including completion percentages and variance from original substantial completion dates, financial data including original and final contract values with growth percentages, and documentation of non-owner requested change orders and claims. The form emphasizes data consistency across multiple tabs and requires detailed supporting information for projects not listed among the three primary firm representative projects.
