About this opportunity

The Ohoopee Regional Library System and the City of Lyons are seeking a Construction Manager at Risk (CMR) for the renovation and expansion of the Nelle Brown Memorial Library located in Lyons, Georgia. The project involves renovating 4,025 square feet of existing space and an outdoor patio, along with constructing approximately 1,720 square feet of new space to expand the Children's area and meeting room. Key project objectives include addressing deficiencies such as inadequate meeting space, non-compliant restrooms, lack of dedicated children's and teen programming spaces, and outdated HVAC and electrical infrastructure. Statements of Qualifications are due by 5:00 PM on December 30, 2025, with selection committee notifications planned for January 2, 2026, and interviews scheduled for the week of January 5, 2026. Minimum qualifications for respondents include proof of bonding capacity, specific insurance coverage limits, valid Georgia contractor and business licenses, a current asset-to-liability ratio of 1.0 or higher, and an Experience Modification Rate of 1.2 or less over the past three years. Firms must submit qualifications in sealed envelopes to Cameron Asbell, Director, at 610 Jackson Street, Vidalia, Georgia, and site visits are strongly encouraged.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. The total project budget is $3,000,000, funded through State of Georgia Capital Outlay funds with matching contributions from the City of Lyons, Toombs County Board of Commissioners, and local community donations. The contract will be structured as Actual Cost plus a Fixed Fee with a Guaranteed Maximum Price (GMP) on an open-book basis, with all savings returned to the Owner. Design services are being provided by DPR Architecture of Statesboro, Georgia, with construction documents anticipated to be completed in February 2026 and construction expected to begin as soon as March 2026. The CMR will be responsible for technical review, cost verification, value engineering, schedule development, safety management, and coordination of all construction contracts. Firms must demonstrate no current debarment status and must not have been terminated for cause or in default on public works contracts. The CMR fee proposal must be submitted in a sealed envelope during the interview phase and will be valid for 30 days from submission.
