2. General Project Information

Project Background

The Nelle Brown Memorial Library originally opened at the current site in 1977 on land donated by C.W. Brown in memory of his parents Samuel and Nelle Brown. An addition/renovation project was done in 1991 to add on some space to the Adult Stacks area and to provide a meeting room. Much of the original electrical infrastructure was left intact during the 1991 renovation due to funding restrictions and as a result the HVAC system and most of the wiring is original to the building. There were no electrical light switches placed in the building and HVAC equipment occupies 3 rooms throughout the building and the space above the ceiling tiles is empty. The building is concrete block with brick, and the roof meets in T-Shape that is a challenge to expansion.

The library has a small area for expansion since it is surrounded by an access drive and a bank. Outside of the building is a concrete pad that can be incorporated into an outdoor space for patrons to use when the weather is temperate. The library users like the homey feel of the library and want to keep that and not make the building look institutional but at the same time it must be durable and have multi-use space in the building that will change over the years.

Project Description The project includes renovation of the existing 4,025 square feet heated, 575 outdoor patio and adding approximately an additional 1,720 square feet to expand the Children's area and the meeting room. Interior design considerations have been addressed with a Master Plan.

In the winter of 2024, the Vidalia Toombs County Library contracted with DPR Architecture to create a preliminary design.

● The meeting room is small and not able to accommodate programs

● The existing restrooms are small and not current to ADA standards

● There is no dedicated children's programming space

● There is no dedicated teen space

● There are no study rooms or comfortable seating areas

● HVAC needs to be updated to be more sustainable

● Electrical infrastructure is not adequate to support the current technology

● Storage is inadequate

Project Delivery Method The delivery method for this project will be CM@Risk (CM/GC).

Project Budget The total project cost including design fees, permits, testing, FFE, and all other costs of the project is estimated to be $3,000,000. The final costs may be revised by the Owner due to final programmatic requirements, funding availability, and other circumstances.

Design Professional The design professional firm will provide design and construction documents for the project. Construction documents anticipated for completion in February 2026. The start of construction is anticipated to begin as soon as March 2026.

3. Construction Management at Risk Services Request The Construction Manager at Risk (CMR) will be expected to work collaboratively with the Design Professional to develop component bid packages during the course of construction.

The prospective CMR will provide preconstruction services which may include, without limitation, technical review, cost verification, cost evaluation, value engineering, schedule development, and schedule evaluation, in addition to management of the construction. In addition, CMR will be responsible for methods of construction, safety, and the scheduling and coordination of the work of all construction and miscellaneous contracts required for completion of the project within its predetermined budget and schedule. The successful CMR will be required to work collaboratively with the Owner’s consultants.
