About this opportunity
The St. Johns River Water Management District in Florida is seeking qualifications for a Design-Build contract for the C-1 Canal Baseflow Treatment Project, a pilot project to pump water from the C-1 Canal into an innovative media-based treatment system to remove nutrients and then discharge the treated water downstream. The project, which will be sited adjacent to the MS-1 structure, includes design, construction, operation, monitoring, and demobilization of the treatment system over a two-year period. Key deliverables include meeting specific nutrient removal targets and water quality standards. The procurement process consists of two steps - the submission of Qualifications Submittals, followed by the submission of Technical and Price Proposals from the most highly qualified respondents. Key dates include a pre-submittal conference on January 12, 2024, Qualifications Submittal due on January 30, 2024, and Technical and Price Proposal due on March 5, 2024. The total project estimate is $1,500,000, but the District reserves the right to adjust the estimate and reject proposals that exceed it.
The District is committed to providing opportunities for diversity in its procurement activities and encourages vendors to make a good faith effort to include women and minority-owned businesses as subconsultants. The procurement process is subject to Florida's Consultants' Competitive Negotiation Act and the District's protest procedures. There are no set-aside designations or restrictions on the types of organizations that can respond, and there is no information provided on any incumbent vendors or current contractors.
