About this opportunity

The University of Arizona, on behalf of the Arizona Board of Regents, is requesting statements of qualifications for Construction Manager at Risk (CM@R) services for the AHSC Central Plant 4.16kV Switchgear Replacement project, with statements due October 22, 2026 at 2:30 p.m. MST; a mandatory pre-submittal meeting and site walk-through are scheduled for October 5, 2026 at 10:00 a.m. MST at UFS Building and the AHSC Central Heating and Refrigeration Plant in Tucson.

Respondents must be Arizona-licensed contractors with active licenses within 90 days of agreement execution and must demonstrate bonding capacity up to the budgeted construction cost. The scope encompasses construction management services during design phase (constructability reviews, systems review, scheduling, cost estimating, and GMP preparation) and, upon mutual agreement on GMP, amendment to include complete construction and warranty phase services. Work involves replacing existing 4,160V switchgear with associated civil, architectural, mechanical, plumbing, and electrical improvements across two phases: Phase 1 (approximately 12 months, largely electrical) and Phase 2 (approximately 24 months, site-wide MEP and civil work). The project is located at 1515 N. Cherry Ave, Tucson, Arizona.

The construction budget is estimated at $5 million to $10 million USD in fiscal year 2027 dollars, representing the complete construction cost as a GMP that will include bidding contingency commensurate with document completion and market conditions. The University will negotiate a fixed-fee pre-construction-phase contract with the highest-ranked firm; if GMP agreement cannot be reached, the University reserves the right to terminate negotiations and solicit competitive sealed bids.

Evaluation criteria (weighted as stated): Respondent's Qualifications and Experience (30 points), Demonstrated Qualifications and Experience of Assigned Team and Key Personnel (30 points), Technical Approach and Project Plan (25 points), and Ability to Meet Schedule Requirements (15 points). Statements must not exceed 80 pages plus a 10-page appendix including minimum three client references from the past five years, professional licenses, and conflict-of-interest certifications. Questions are due October 8, 2026 at 2:00 p.m. MST; answers will be provided by October 14, 2026. The University anticipates shortlisting three to five firms for interviews on November 12, 2026, with final award anticipated in November 2026.
