About this opportunity

The Georgia Department of Transportation (GDOT) is requesting qualifications for two statewide on-call indefinite delivery, indefinite quantity (IDIQ) engineering support contracts under RFQ-484-092826, with statements of qualifications due September 28, 2026 at 2:00 PM. GDOT anticipates awarding one firm per contract.

Contract 1 covers complex structures engineering services, including bridge and tunnel inspection, maintenance and repair recommendations, and specialized engineering studies for cable-stayed bridges and tunnels throughout Georgia. Contract 2 provides on-call engineering and inspection support services, including load rating, analysis, load testing, bridge inspection, bridge maintenance activities, and in-house support staff for the Bridge Maintenance Unit.

Respondents must meet GDOT Area Class prequalification requirements, maintain current professional licenses and registrations, possess compliant accounting systems under 48 CFR Part 31 standards, and comply with the Georgia Security and Immigration Compliance Act. GDOT prioritizes firm experience with GDOT-specific procedures, including the Plan Development Process (PDP), Design Policy Manual, and Environmental Procedures Manual.

Each contract carries a minimum of $25,000 and a maximum of $5 million. Contract terms remain in effect for up to five years with renewal options at GDOT's discretion. GDOT will negotiate final scope, compensation structure (Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation), and payment terms with the highest-ranked firm.

Evaluation follows a two-phase process: Phase I scores project manager and key team leader experience (30%), additional resources and challenges (20%), and prime consultant past performance (10%); shortlisted finalists proceed to Phase II for technical approach (40%) and potential presentation or interview. If the highest-ranked firm cannot reach mutual agreement on contract terms or does not meet required Area Classes, GDOT reserves the right to negotiate with the next highest-ranked firm in order of ranking.
